About this file

This is a Performance Specification document issued by the Texas Department of Criminal Justice (TDCJ) for the W.J. "Jim" Estelle Unit in Huntsville, Texas, detailing requirements for a permanent 40-bed modular infirmary building. The project scope includes delegated design services, modular construction, transportation, erection, and installation of a fully functional inpatient correctional health-care facility. The facility must accommodate 40 inpatient beds through a combination of eight semi-private double-occupancy patient rooms, four isolation rooms, and one open-bay infirmary with 20 beds, supported by ancillary clinical spaces including medication rooms, nursing stations, clean and soiled utility rooms, treatment rooms, and staff support areas totaling approximately 3,000 square feet. The specification requires the contractor to provide comprehensive design services under the responsible charge of appropriately licensed Texas professionals, coordinating architectural, structural, civil, mechanical, electrical, plumbing, fire protection, medical, communications, and security disciplines. The project is to be delivered as a coordinated delegated design modular facility complying with Texas Industrialized Housing and Buildings requirements, engineered for transportation, lifting, permanent installation, and environmental forces.

The specification mandates institutional-grade construction meeting 24-hour operational standards for a secure correctional facility with comprehensive quality control, commissioning requirements, and multiple system certifications including fire marshal and TDCJ acceptance. The contractor must submit detailed design specifications, calculations, shop drawings, modular fabrication drawings, and extensive submittals for all major systems prior to fabrication approval. The facility requires compliance with applicable codes including the International Building Code, NFPA standards, Texas Accessibility Standards, ASHRAE 90.1 energy standards, ASHRAE 62.1 ventilation standards, and TDCJ Design Criteria Manual requirements. Warranty requirements include minimum two-year warranties for general workmanship, building envelope, modular structural systems, and security systems, with longer manufacturer warranties where available; roofing carries a 20-year material warranty, and HVAC equipment includes five-year warranties on major components. The contractor must provide training on all building systems, emergency power systems, fire protection, security systems, and maintenance procedures, along with comprehensive closeout documentation including as-built drawings, operations and maintenance manuals, spare parts, and certification of occupancy prior to final acceptance.
