About this opportunity
The Nassau County Interim Finance Authority is requesting proposals for accounting and financial consulting services under an RFP released September 1, 2026, with proposals due September 23, 2026 at 4:00 p.m. A 30% Minority and Women-Owned Business Enterprise (MWBE) participation goal and 6% Service-Disabled Veteran-Owned Business (SDVOB) participation goal apply.
The scope comprises two primary services: preparing templates and conducting formal reviews of the Authority's annual audited financial statements in accordance with Governmental Accounting Standards Board pronouncements, with completed statements delivered to management and independent auditors at least two weeks before the Authority's targeted Directors meeting; and providing an internal control function by reviewing transactions executed by the Authority's Treasurer. The engagement is structured as a five-year term, with proposers required to submit a work plan, schedule, and estimated hours allocation for each of the five years.
Proposals are limited to ten pages (12-point type), excluding resumes, cost proposals, and certifications. Proposers must submit separate technical and cost sections. Cost proposals must include hourly rates for each position, estimated hours for each of the five years, and out-of-pocket expenses reimbursable at the lower of the Authority's standard schedule or GSA per diem rates. The price quoted must remain irrevocable for 120 days from submission.
Evaluation criteria include demonstrated understanding of the Authority's needs, overall proposal quality, experience and qualifications of assigned staff with preference for municipal and public authority experience, and cost. The incumbent is PKF O'Connor Davies. Questions are due September 16, 2026. Oral presentations for selected proposers are tentatively scheduled for October 13, 2026, with vendor selection anticipated by November 3, 2026. Proposers must complete required certifications including non-collusive bidding certification, non-discrimination in employment certification, and State Finance Law Section 139 certification, and submit a Staffing Plan (Form A) and MWBE Utilization Plan (Attachment E).
