About this opportunity
Westchester County, through the Westchester Educational Opportunity Center (WEOC) of Westchester Community College, is seeking qualified instructors to provide comprehensive driver education training services. The Request for Proposals (RFP) solicits proposals for driver's license, commercial driver's license (CDL) Class B, and CDL Class B with passenger-school endorsement training for enrolled students. The procurement aims to prepare students to meet New York State Department of Motor Vehicles requirements through classroom instruction, behind-the-wheel training, and practice tests. Proposals are due on May 30, 2025, at 3:00 PM EST, with a contract term spanning 34 months from approximately September 1, 2025, to June 30, 2028. The RFP includes three pricing categories: Category A for student drivers without a current license, Category B for students seeking a Commercial Driver's License Class B, and Category C for Air Brake Endorsement. Evaluation criteria will focus on the ability to deliver requested training services, cost per student, capacity to accommodate student cohorts, and geographic proximity to facilitate student transportation. The college anticipates approximately 45 students per academic year, with cohorts of 15-20 students completing training within 4-6 weeks.
The RFP does not explicitly mention specific set-aside designations for disadvantaged enterprises or restrictions on responding organizations. Invoicing will be conducted on a fee-for-service basis, with payments made after cohort completion and road test documentation. While specific budget ranges are not detailed, the anticipated volume of approximately 45 students per academic year suggests a moderate-scale contract opportunity. The procurement seeks providers capable of delivering comprehensive driver education services, including lecture hours, behind-the-wheel instruction, road tests, and additional supportive services. No information is provided about incumbent vendors or existing technological infrastructure that would require integration. Potential respondents should be prepared to demonstrate their capability to provide high-quality driver education training, meet state regulatory requirements, and effectively support student progression through various driver's license and commercial driver's license certification processes.
