About this opportunity
The Oregon Parks and Recreation Department (OPRD) is procuring construction services for promenade deck waterproofing at the Whale Watch Center in Depoe Bay, Oregon through an Invitation to Bid (ITB) process. The project scope includes complete demolition and replacement of the existing 2.5" to 3" promenade deck waterproofing system, removal of asbestos-containing felt and mastic down to the structural slab, installation of a HydroTech membrane system with integrated drainage mat, pouring of a new concrete wear surface with proper slope to existing drains, and installation of new stainless steel counterflashing. An additive alternate includes selective demolition and repairs to the entry canopy with replacement of sheet metal accessories. Contractors must demonstrate historic preservation qualification by providing verifiable references for a minimum of three historic preservation projects completed within the last ten years on buildings listed on the National Register of Historic Places, with each project having a minimum contract value of $150,000, and must comply with the Secretary of the Interior's Standards for Treatment of Historic Properties and Oregon Revised Statute 358.653. The mandatory pre-bid conference is scheduled for May 26, 2026, at 11:00 a.m. at the project site (119 US-101, Depoe Bay, OR 97341); attendance is required for bids to be considered responsive. Requests for clarification, approval of equivalents, and questions must be submitted by June 4, 2026, at 4:00 p.m., with bids due through the OregonBuys electronic procurement system by June 16, 2026, at 2:00 p.m. Pacific Time. The project is scheduled to commence upon issuance of the Notice to Proceed (on or about August 3, 2026), with substantial completion required by October 8, 2026, and final completion by October 22, 2026.
This procurement has no specific set-aside designations for disadvantaged enterprises or historically underutilized business zones as documented in the available materials. Contractors must hold current licensing with the Oregon Construction Contractors Board and obtain an asbestos abatement license under ORS 468A.720 if applicable, and must be prequalified with OPRD as of October 1, 2025. The project is exempt from prevailing wage requirements under Oregon law. Bidders must submit 10% bid security in the form of a bid bond, certified check, cashier's check, or irrevocable letter of credit, and the awarded contractor must provide both performance and payment bonds equal to 100% of the contract value.
