About this opportunity

Seminole County, Florida, is conducting a sole-source procurement (Solicitation SS-5098-25/LTT) for a Project Volleyball Site Economic Impact Study, with the intent to award the contract directly to Downs & St. Germain Research, Inc. The procurement seeks a comprehensive economic impact study focused on the Project Volleyball site, leveraging the research firm's existing proprietary visitor data and established research methodology. The solicitation was released on August 13, 2025, with key deadlines including a question submission cutoff on August 20, 2025, and a response submission deadline of August 28, 2025, at 2:00 pm. Respondents must submit their proposals electronically through the designated procurement portal, with the primary objective of analyzing the economic implications of the volleyball site. The county has specifically highlighted Downs & St. Germain's previous extensive visitor study in Seminole County and their unique familiarity with the Project Volleyball timeline as justification for the sole-source approach. The procurement allows for alternative vendors to demonstrate comparable service capabilities, with the county reserving the right to convert to a competitive solicitation if alternative vendors can meet the required specifications.

The solicitation does not explicitly outline specific set-aside designations or restrictions on responding organizations. While the procurement is currently structured as a sole-source opportunity favoring Downs & St. Germain Research, Inc., the county has indicated openness to alternative vendors who can demonstrate equivalent service capabilities. No specific budget range or award value is disclosed in the available documentation. The procurement appears focused on utilizing the research firm's existing visitor study infrastructure and proprietary data collection methodologies specific to Seminole County. The sole-source approach suggests a targeted, specialized research requirement that may be challenging for other vendors to replicate without extensive local economic and visitor data. Potential respondents are encouraged to provide documentation supporting their ability to deliver substantially similar services if they wish to challenge the sole-source designation. The county maintains discretionary authority to cancel the sole-source procurement and initiate a competitive solicitation should compelling alternative proposals be submitted.
