About this opportunity

Palm Beach County Department of Airports is requesting proposals for professional aviation consulting services to complete a Master Plan Update for Palm Beach International Airport, with proposals due July 15, 2026 at 3:00 p.m. and a non-mandatory pre-proposal conference scheduled for June 29, 2026 at 2:00 p.m. at the Palm Beach County Department of Airports Administration Building.

This is a qualifications-based procurement; no overhead rates, fees, or cost information should be included with proposals. One consultant will be selected. Prior to proposal submission, any firm or individual providing architectural, engineering, landscape architectural, or surveying and mapping professional services must be CCNA certified by the County's Engineering and Public Works Department.

The Master Plan Update will serve as the guiding document for PBI's future development and must include public involvement; existing conditions analysis; validation of aviation forecasts; facility requirements determination; alternatives development and evaluation; an airport layout plan; facilities implementation plan; environmental considerations; and financial feasibility analysis. The selected firm will enter into a non-exclusive agreement with the Department of Airports and must satisfy the County's Disadvantaged Business Enterprise (DBE) program and insurance requirements.

The contract will be funded in whole or in part with federal and/or state funds and must comply with Federal Aviation Administration (FAA), Florida Department of Transportation (FDOT), and all applicable Federal, State, and Local Codes, Regulations, Ordinances, and Policies. The selected consultant is expected to work collaboratively with county staff, elected officials, and the community throughout the master plan update process, with anticipated contract duration extending through final plan adoption and implementation support activities. The RFP may be downloaded from the County's online Vendor Self-Service (VSS) system. Palm Beach County reserves the right to waive any irregularities or reject any and all proposals.
