Four alternate bids are available for additional locations: East Miller Parking Lot (2,490 square yards milling with 275 tons of 2-inch overlay), Washington Park Parking Lot (5,490 square yards milling with 610 tons of 2-inch overlay), 901 East Miller Street (1,680 square yards milling with 560 tons of 6-inch overlay), and 101 Wall Way (480 square yards milling with 160 tons of 6-inch overlay). Contractors must complete all work within 90 calendar days, with liquidated damages assessed at $500 per day for delays beyond the completion deadline. A mandatory pre-bid conference is scheduled for 3:00 PM on Tuesday, April 14, 2026, at Jefferson City Hall, Thomas Jefferson Room (#101). Sealed bids must be submitted by 1:30 PM on Tuesday, April 21, 2026, to the Purchasing Agent's office at 320 East McCarty Street, Jefferson City, Missouri 65101, with public opening and reading immediately following in the Council Chambers. Bidders must submit unit prices for all itemized line items, provide a bid bond equal to 5 percent of the total bid amount, and upon award, execute performance and payment bonds at 100 percent of the contract price. Prevailing wage compliance per Missouri Division of Labor Standards requirements is mandatory, and all applicable state and sales taxes must be included in the bid price.
The procurement includes a Minority Business Enterprise (MBE) participation goal of 2.12 percent of the contract value, requiring bidders to identify specific MBE firms to be utilized as contractors, subcontractors, or suppliers and provide written notice to the City's MBE Liaison Officer within five days of notification as the lowest bidder. Bidders must submit multiple required documents including an anti-collusion statement, contractor's affidavit, prevailing wage compliance affidavit, and federal work authorization program affidavit. Bidders are required to demonstrate familiarity with site conditions, existing infrastructure, excavation requirements, dewatering needs, local labor and transportation conditions, and other factors affecting the work, indicating that site-specific knowledge and understanding of local conditions are key evaluation criteria. No incumbent vendors or current contractors are identified in the procurement documents. Plans and specifications are available electronically at no cost via https://jeffersoncitymo.bonfirehub.com or in paper form for a non-refundable $15 fee. Questions must be submitted five days prior to bid opening to allow for addendum issuance to all bidders.
