About this opportunity
The Kansas Secretary of State's Office is soliciting proposals through the Kansas Department of Administration's Office of Procurement and Contracts for a project and program manager to assist with vendor identification, selection, and implementation of a statewide voter registration database and election management system. Written questions are due November 19, 2026, and proposals are due December 10, 2026, at 2:00 p.m. CST. The solicitation is open to all qualified vendors. Bidders may claim a Disabled Veteran Owned Business bidder preference or a Certified Business bidder preference if qualified, with supporting documentation required.
The vendor must demonstrate at least 10 years of project or program management experience and preferably has worked with Kansas state agencies. Scope covers requirements gathering, RFP development and analysis, vendor selection and contract negotiation, implementation oversight, end-user acceptance testing, performance benchmarking, and post-implementation assessment. The project manager reports to the Secretary of State's Elections Director and must travel throughout Kansas for in-person meetings. The state provides election and technical expertise, office space, and meeting facilities. The project deliverable is due April 30, 2027. The current system provider, ES&S, holds a contract expiring January 18, 2028.
Compensation is a flat hourly rate for all-inclusive services. Bidders submit Year One and Year Two rates, with Year Two not exceeding a 5% increase over Year One. The contract runs from award through December 31, 2028, with one optional twelve-month renewal. Payment terms are Net 30 by electronic funds transfer unless a hardship exception is approved. No monetary bid guarantee is required, and bids are accepted in U.S. dollars only.
Mandatory bidder registration with the State of Kansas must be approved before the bid closing date. Proposals require a current Kansas Tax Clearance Certificate, a Boycott of Israel certification, a sexual harassment policy acknowledgment, Immigration Reform and Control Act compliance, acceptance of state terms and conditions, and three client references for similar implementations. Proposals go electronically to procurement@ks.gov or by courier, with technical and cost proposals in separate sealed envelopes. The state will award to the lowest responsive bidder and may negotiate with selected bidders before final award.
