About this opportunity

The Nebraska Department of Transportation is soliciting bids on behalf of the City of York for pedestrian and bicycle infrastructure construction including trails and a highway overpass over US-81 under Project Access York (Project No. DPS-93(15)), with bids due October 1, 2026 at 1:30 PM via electronic opening on BidX. Contractors must be prequalified in classes 3, 6, and 10 (concrete pavement, bridges, and general construction).

The scope encompasses grading, mechanically stabilized earth (MSE) walls, concrete pavement, culverts, seeding, bridge construction, electrical work, signage, and general items. A pedestrian bridge over US-81 requires overnight traffic detours. Trail development runs through East Hill Park, Duke Park, Beaver Creek Park, and York Elementary, Middle, and High Schools. The project is subject to federal environmental permits, including a Nationwide Section 404 Permit for 0.018 acres of wetland impact, floodplain permits, historic property clearances, and threatened and endangered species protections. Stormwater management and migratory bird protection are mandated.

Addendum 2 (posted September 20, 2026) establishes a pre-approved pedestrian bridge fabricator list: Contech Engineering Solutions, Wheeler, Excel Bridge Manufacturing Company, Bridge Brothers Inc., TrueNorth Steel, and Anderson Bridges. Contractors proposing non-pre-approved fabricators must submit documentation to Jacob Delone (jdelone@olsson.com) or Brandon Roesler (broesler@olsson.com) at least 10 days prior to bid. Non-pre-approved fabricators must provide product literature, design calculations, splicing and erection procedures, warranty information, AISC Shop Certification, AWS Certified Fabricator Certification, and welder qualifications, plus documentation of a minimum of five similar bridge projects in service for at least three years. Engineer determination is final.

Construction must comply with NDOT Standard Specifications (2017 Edition), Davis-Bacon wage determinations, and BNSF Railway special provisions, including e-RAILSAFE background screening and minimum railroad protective liability insurance of $2 million per occurrence. The tentative start date is March 29, 2027, with 210 working days for completion. Right-of-way acquisition is ongoing. Addendum 1 (posted September 20) provides clarifications to original specifications and contract terms.
