About this opportunity

The California Department of General Services, Executive Office of Sustainability, is requesting bids on electric vehicle supply equipment (EVSE) installation at the Caltrans Bishop Equipment Shop in Inyo County under Contract 25-324068, with bids due August 19, 2026 and a mandatory virtual pre-bid site inspection on August 5 at 9:00 a.m. This procurement is restricted to Small Business and Micro Business contractors certified through the California Department of General Services, Office of Small Business and DVBE Services — a hard set-aside under Government Code 14838.7.

The scope encompasses installation and electrical connection of EVSE infrastructure to support four electric vehicle charging ports, including a new 75-kilowatt-ampere transformer, a new 250-ampere panelboard, new feeders to charging station locations, saw cutting, trenching, backfilling, lot surface restoration, bollard installation, and ADA-accessible ports. All work must conform to the 2022 California Building Code, California Electrical Code, California Fire Code, and applicable NFPA standards. The State Vendor will provide and install the charging stations themselves; the contractor is responsible for all supporting infrastructure. Special inspections are required for post-installed anchors, concrete construction, and structural welding. Bidders must hold a current California Contractors' State License Classification C-10 and be registered with the Department of Industrial Relations. Fleet vehicles subject to California Air Resources Board In-Use Off-Road Diesel Fueled Fleet Regulations require submission of valid Certificates of Reported Compliance prior to contract execution.

Bids are submitted as lump sum with all costs (labor, materials, equipment, bonds, insurance, sales tax) included. Bid security is required at a minimum of 10 percent of the bid amount. Performance and payment bonds of 100 percent contract price are required. Prevailing wage rates are those published by the Department of Industrial Relations as of February 2026. DVBE participation is set at 0% with no mandatory requirement, though participation above this level is encouraged for incentive consideration. Contract award is anticipated within 30 days of bid opening. Electronic bids must be submitted to kristina.sierra@dgs.ca.gov before 2:00 p.m. on August 19, 2026. Questions are due by the pre-bid deadline.
