About this opportunity
The City of Winter Haven, Florida is seeking qualified firms to participate in a Progressive Design Build (PDB) contract for the construction of a new 12-million-gallons-per-day (MGD) Water Recycling Facility (WRF) at Pollard Road, as well as the abandonment of the existing Wastewater Treatment Facility #2. The selected PDB firm will be responsible for the design, permitting, and construction of the new WRF, which must meet advanced wastewater treatment standards and Class I reliability standards. The project will be completed in multiple phases over approximately 10 years, with the first phase operational by December 2028. The City has outlined priority items in Tier 1, desired items in Tier 2, and future items in Tier 3 for the PDB team to consider. Proposals are due on April 5, 2024, with shortlisted firms presenting on May 16-17, 2024 and a recommendation to the City Commission on May 27, 2024. The total project cost is estimated at $400 million, with the first phase at $200 million.
The City will seek multiple funding sources, including a Water Infrastructure Finance and Innovation Act (WIFIA) loan, and will retain a Grant Manager and Funding Compliance firm to assist with compliance requirements. The selected PDB firm will be required to collaborate with the City's project team and provide preconstruction services, develop a Guaranteed Maximum Price (GMP) proposal, and perform construction phase services including startup and commissioning. The City is seeking qualifications from teams consisting of a General Contractor and Engineer that have experience with similar 5-15 MGD water recycling facilities.
