INTRODUCTION AND BACKGROUND

The City of Winter Haven intends for its new One Water Complex to consist of an initial

12-million-gallons-per-day (MGD) Wastewater Resource Facility (WRF), Reclaim Pumping

Facility (RPF), and offsite mains with provisions for:

Future expansion up to 24 MGD.

Future onsite 2.5-MGD Direct Potable Reuse (DPR) Facility expandable to 5.0 MGD.

Future 1.6-MGD Managed Aquifer Recharge (MAR) project.

Future 0.4-MGD stormwater harvesting project retrofitting the current Wastewater

Treatment Facility (WWTF) #3.

Class I reliability standards.

Capable of producing public access reclaimed water (RCW) that meets advanced wastewater treatment (AWT) requirements with the following concentrations on an annual average basis:

Five-day carbonaceous biochemical oxygen demand (CBOD5) – 5 ppm

Total Suspended Solids (TSS) – 5 ppm

Total Nitrogen (TN) – 3 ppm

Total Phosphorus (TP) – 1 ppm

The WRF design, permitting, and intended operation conforms with Chapter 62-600, FAC.

The RPF design, permitting, and intended operation conforms with Chapter 62-610, FAC, for Public Access Reuse.

Assist the Owner in completing and obtaining all applicable and necessary permits or permit modifications for the project.

23160-033-01 2

Assist the Owner in completing and filing all applicable and necessary notices of commencement and termination for the project.

Process modeling, evaluations, and hydraulic calculations demonstrating that the

Progressive Design Build Team takes full responsibility for the overall processes and systems under design and their compliance with the Owner’s requirements and regulatory compliance.

The Owner uses goods, equipment, or materials integrated into the operations that are considered strategic and requires compatibility with existing goods, equipment, or materials or such that could not be replaced or incorporated without substantial expenditures to the Owner. The Progressive Design Build Team shall coordinate with the

Owner and incorporate the Owner’s goods, equipment, and materials preferences into the project.

The existing WWTF#3 will need to remain operational until flows can be diverted to the new WRF. WWTF#3’s operating permit expires September 6, 2026, and the Progressive

Design Build Team shall assist the Owner in completing and filing all applicable and necessary documents to extend the existing operating permit 180 days before the expiration date, including all supporting documents.

The City plans to decommission WWTF#2 and redirect wastewater from WWTF#2 to the new One Water Complex for treatment. The operating permit for WWTF#2 expires in

April 2029, and the City's ability to redirect wastewater from WWTF#2 depends on obtaining permits from the Florida Department of Environmental Protection (FDEP), securing funds, and completing the transmission force mains and pump station at

WWTF#2. Review the existing WWTF#2 abandonment plan and implement a plan for the design and construction of the abandonment and wastewater transmission and conveyance to the new One Water Complex for treatment based on funding availability.

As part of the WWTF#2 abandonment, the Progressive Design Build Team shall assist the Owner in completing and filing all applicable and necessary documents and FDEP permit applications to abandon portions of the WWTF and to transfer the existing public access reuse operating permit and service area to the new WRF at the One Water

Campus including all supporting documents.

Performance, payment, and warranty bonds shall be required from the Progressive

Design Build Team.

The City is served by two treatment facilities. Both produce public access reuse water.

WWTF #2 (FLA129747) is a Type I activated sludge plant permitted for 1.7-MGD average annual daily flow (AADF), with 6.0 MGD permitted for public access reuse. It currently treats approximately 1.3-MGD AADF and discharges only to the Master Reuse System (MRS).

WWTF #3 (FL0036048) is a four-stage Bardenpho system permitted for 7.5-MGD AADF with

4.1 MGD permitted for public access reuse. It currently treats approximately 4.4-MGD

AADF. WWTF #3 was designed to meet the effluent concentration limitations for surface water discharge (D-001 at Peace Creek) and public access reuse (R-002 to the MRS).

Both facilities are nearing the end of their service lives. The Winter Haven One Water Master

Plan – Phase 2A Wastewater Treatment Facilities Consolidation Evaluation (Black and

Veatch, 2021) determined that consolidating the facilities would have the lowest life-cycle cost compared to maintaining and upgrading both facilities. Winter Haven is planning on consolidating flows at the new One Water Complex.
