About this opportunity
The County of Orange, County Executive Office - Office of Care Coordination is issuing a Request for Proposal (RFP No. 23-000102) to procure services for a Coordinated Entry System (CES) Administrator for Survivors of Domestic Violence on an actual cost contract basis. The CES Administrator will manage day-to-day operations of the CES component and facilitate a participant-centered process that streamlines access to appropriate services and housing interventions for survivors of domestic violence experiencing homelessness or at risk of homelessness across Orange County's three Service Planning Areas. Respondents must demonstrate a minimum of five consecutive years of recent experience developing, implementing, and supporting a Homeless Response System and have similar-sized projects for at least one public agency. Proposals will be evaluated on a 1,000-point scale consisting of Phase 1 (written response, 700 points maximum), Phase 2 (interviews, 200 points maximum), and Phase 3 (cost proposal, 100 points maximum), with cost proposal scoring awarding full points to the lowest price and other scores proportional to the lowest bid. Administrative costs cannot exceed 10 percent of the total proposed budget. The question submission deadline is February 25, 2026, at 5:00 PM, and electronic proposals must be submitted via the County's eProcurement Portal by March 4, 2026, at 5:00 PM. No bidders conferences or site visits are specified in the solicitation.
The County plans to issue an initial contract for a two-year term with the option to renew for three additional years, contingent upon Board of Supervisors approval, available funding, contractor performance, and demonstrated need for services. Respondents are required to secure a 25 percent match per fiscal year to enhance the Administrator's capacity and resources. The annual funding available for Program C is $150,000, with the County reserving the right to make multiple awards, conduct interviews with highest-ranked respondents, request best and final offers, and negotiate final contract terms. Board of Supervisors approval is required for any annual contract value exceeding $200,000 or total contract value exceeding $1,000,000 across multi-year terms. The RFP does not specify set-aside designations, restrictions on organization types, incumbent vendors, or existing infrastructure requirements that require integration. Interested organizations should submit proposals electronically through the County's eProcurement Portal, with procurement support available at procurement-support@opengov.com or https://help.procurement.opengov.com/en/.
