About this opportunity

The Santa Fe Irrigation District (SFID) in San Diego County, California is requesting proposals for professional surveying services on the Rehabilitation of the 15-Inch Drain Line Project (Contract No. J-2150), with proposals due October 1, 2026 at 2:00 PM and a mandatory pre-proposal meeting on September 10, 2026 at the R.E. Badger Water Filtration Plant.

The scope encompasses comprehensive surveying of approximately 5,000 feet of drain line alignment, including three parallel pipelines (15-inch drain line, 30-inch force main, and 54-inch steel treated water transmission pipeline). Deliverables include base maps at 1-inch = 40-feet scale with 1-foot contour intervals, high-resolution aerial ortho-imagery compatible with SFID's GIS system, CAD files, topographic data, and title reports for 13 properties. Key personnel responsible for the majority of work must hold active California professional licenses. Site access is restricted due to private fences and gated properties; SFID staff will accompany the consultant during all field activities. Two inaccessible sections due to heavy vegetation (approximately 150 and 75 feet long) exist; the consultant must address in the proposal how these areas will be surveyed or documented.

The evaluation committee will weight criteria as follows: Project Understanding and Approach (20%), Scope of Work and Schedule Reasonableness (20%), Qualifications of Key Personnel and Relevant Experience (25%), Overall Clarity of Proposal and RFP Compliance (10%), and Cost of Proposal (25%). The estimated project timeline is approximately 8 to 12 weeks from notice to proceed, with Board approval anticipated by November 19, 2026 and project kickoff in early December 2026. An estimated value of $5,000 is allocated for potential as-needed services. Written questions are due by September 17, 2026. The selected consultant must execute SFID's Standard Professional Services Agreement and provide required insurance certificates within seven days of selection.
