2.0 BACKGROUND INFORMATION

Santa Fe Irrigation District (SFID/District) was established January 26, 1923, and is a special public agency, organized under the laws of the State of California to provide water services to residents and businesses within a 16 square mile area within communities of Rancho Santa Fe, Fairbanks Ranch, the City of Solana Beach, and areas in the northern portion of the City of Del

Mar and all located within San Diego County. SFID provides potable water service for domestic, commercial, outdoor irrigation, and agricultural demands.

SFID and the San Dieguito Water District (SDWD) jointly own water treatment, storage, and distribution facilities that supply potable water to SFID’s and SDWD’s (the Districts) potable water distribution systems. These jointly owned facilities (Joint Facilities) are operated and maintained by SFID. The R.E. Badger Water Filtration Plant (REB Plant) and the San Dieguito

Reservoir (SDR) are two major assets jointly owned by the Districts. The REB Plant treats raw imported and raw local water supplies. The SDR provides local raw water storage and pre-conditioning prior to treatment at the REB Plant. The SDR also provides a point of discharge for water derived from regular water treatment filter backwashing practices at the REB Plant.

As shown on Figure 1, the REB Plant and SDR are connected by a 15-inch asbestos cement drain line (drain line). The length of the drain line from the REB Plant to the SDR discharge point is approximately 6,900 feet.

Figure 1

Regardless of the raw water source to the plant (imported or local), the drain line is critical to the water treatment process. In addition to conveying filter backwash water from the REB Plant wastewater holding ponds to the SDR, the drain line is also used to convey raw local water supplies from Lake Hodges to the SDR. Raw local water stored in Lake Hodges is pumped by

Rehabilitation of the 15-inch Drain Line Page 8 of 21 August 2026 the Districts’ Cielo Pump Station to the REB Plant wastewater holding ponds. The raw local water is then conveyance by gravity through the drain line to the SDR.

The drain line was constructed in 1968. SFID has developed a comprehensive Master Plan and

10-Year Capital Improvement Program (CIP) to systematically replace aging infrastructure to maintain safe, reliable, and efficient operations. The 10-Year CIP includes the Rehabilitation of the 15-inch Drain Line Project (Drain Line Project). The first step in the Drain Line Project is to clearly define the easement boundaries, pipeline locations, topography, and encumbrances along the drain line alignment. The scope of work described in this RFP is intended to achieve this important first step. The deliverables identified in this RFP are intended to directly support subsequent design efforts. In addition, the deliverables will be used to support activities associated with clearing of the easement for future construction and maintenance activities. This will include coordination with property owners to remove and/or modify various types of encumbrances along the easements.

The 15-inch drain line shares its easements with a 30-inch steel raw water force main, and 54-inch steel treated water transmission pipeline, also owned by the Districts. It is intended that work completed as part of the Drain Line Project will also be used to facilitate future design, construction, and maintenance activities associated with these two adjacent pipelines.

3.0 PROJECT DESCRIPTION

3.1 Project Purpose

The 15-inch drain line is approximately 6,900 feet long. The last 2,300 feet of drain line is located either on the Districts’ SDR property (approximately 1,300 ft) or within rights-of-way along El Camino Del Norte and Aliso Canyon Road (approximately 1,000 ft). These last 2,300 feet of the drain line are NOT included in the scope of work of this RFP.

As described in Section 4.0 Scope of Work, The Professional Surveying Services for the

Rehabilitation of the 15-Inch Drain Line Project includes approximately 5,000 feet of the drain line alignment. The 15-inch drain line, 54-inch pipeline, and 30-inch force main generally run parallel to each other along the approximately 5,000 ft. long alignment and are also included in this project. All easements, rights-of-way, and properties (or portions of properties) associated with the three parallel pipelines along this 5,000 foot alignment are included in this project.

Heading east to west from the R.E.B. Plant, the three pipelines travel approximately 900 feet within easements in the general alignment of Aliso Canyon Road. This initial roughly 900 foot segment of the alignment is referred to as the “Northeast Segment” in this RFP. Note that in this

Northeast Segment area, Aliso Canyon Road also appears to be located on easements and most of that portion of Aliso Canyon Road is not a County of San Diego maintained road. Although the pipelines appear relatively easy to access along this first Northeast Segment, the specific location of the easements, pipelines, and encumbrances along the easements need to be clearly defined and documented to support future capital projects and maintenance activities.

Rehabilitation of the 15-inch Drain Line Page 9 of 21 August 2026

At the western end of the initial Northeast Segment, the alignments for all three pipelines turn southwest for the next 3,800 feet through a 30-foot-wide easement (made up of a 7.5 ft. and 22.5

ft. easement) that contains numerous encumbrances. This combined 30-foot easement is referred to as the “Cross-Country” easement in this RFP. The most recent ground and aerial survey of the

Cross-County easement was conducted over 25 years ago. The 2001 survey files are provided as background documents for this RFP (Attachment A). However, the available digital survey files are out of date and not editable for use with SFID’s GIS.

The Cross-Country easement passes through 11 properties. The Cross-County easement is currently encumbered by multiple fences, trees, and other structural improvements that significantly limit access for future construction and/or maintenance. Improvements to surrounding properties included grading that appears to have increased the ground elevation at various locations along the Cross-Country easement. In addition to impeding access, these encumbrances may be impacting the remaining useful life of the 15-inch drain line, and other

District pipelines.

Design of the Rehabilitation of the 15-inch Drain Line project is scheduled to be initiated in

FY29. To accommodate implementation of the Rehabilitation of 15-inch Drain Line Project, and other improvement projects associated with the 54-inch pipeline and 30-inch force main identified in the SFID 10-Year CIP, SFID needs a professional survey of the easements, and relevant portions of the properties, associated with the existing 15-inch drain line, 30-inch force main, and 54-inch pipelines. The purpose of this project is to provide survey project deliverables that:

• Accurately represent the “survey level” locations of property lines, the easement, and any encumbrances within the easement. This information will be used to facilitate discussions with individual property owners for the removal and/or modification of the existing encumbrances. The information may be used as part of potential future conflict resolution activities.

• Provides high resolution aerial imagery with topographic information at 1-foot contour intervals.

• Identifies the location of the three (3) pipelines within the easement based on mark-out field location activities conducted by SFID staff, as well as us of available construction documents.

• Provides detailed 1-inch = 40 foot base maps that will serve as the foundation of future capital project designs as well as other O&M projects required to inspect the existing pipelines, and remove trees and other encumbrances from the easement.

• All deliverables shall be based on the same high level of accuracy, be on the same coordinate system, and digital deliverables shall be compatible for use with SFID’s GIS.

More detailed objectives are further described throughout this RFP.

3.2 Detailed Description of Project Areas

3.2.1 Northeast Segment – As shown on Figure 2, the survey work shall begin west of the plant entrance, at the eastern property line of APN 264-110-28. The drain line travels in a

Rehabilitation of the 15-inch Drain Line Page 10 of 21 August 2026 westerly direction through easements within two private properties before veering southwest through a small section of right-of-way prior to heading southwest along the

Cross-Country easement described in below in 3.2.2. The 15-inch drain line is located to the north of the 54-inch and 30 inch pipelines in this approximately 900 foot segment along Aliso Canyon Road. The 15-inch drain line crosses the 54-inch pipeline at approximately the intersection of Via de Las Flores and Aliso Canyon Road, and then runs parallel, and in between, the 54-inch and 30-inch pipelines for the entire length of the downstream “Cross-Country” segment.

3.2.2 Cross-Country Segment – Figure 3 shows the Cross-Country segment of the 15-inch drain line is approximately 3,800 feet long. It begins at the northeast corner of APN 265-

370-24 and ends at the western border of APN 265-470-26. The 15-inch drain line, along with the 54-inch pipeline and 30-inch force main, pass through 11 properties within a 30-foot easement (comprised of a parallel 7.5 ft and 22.5 ft. easement). The easement is generally adjacent to a natural drainage channel that runs through the area.

The Cross-Country area was developed as two subdivisions. Figure 4 shows the northern

Rancho Cielo subdivision area that was established in the early 1970s. Figure 5 shows the

Rancho La Cima subdivision area that was established in the mid 1980s. Background documents attached to this RFP include the two subdivision maps and associated 30-foot easement description documents (Attachment A).

3.3 Easement Access Restrictions

Each of the property owners along the Cross-Country segment of the 15-inch drain line have installed fences perpendicular to the easement along their property lines. Therefore, it is not possible to travel directly across the easement. For most of the properties, access is only available through private gates requiring direct contact with the owners. To facilitate efficient access by the Consultant, SFID intends to implement a property owner outreach plan describing the timing and duration for the required field and aerial survey activities.

SFID Staff will need to accompany the Consultant each day there are field activities. The

Consultant will not be able to go to the directly to the site without the presence of SFID staff. SFID will work closely with the Consultant to assure that a Staff member is available on the scheduled field work days.

It should also be understood that in addition to perpendicular fences, there are trees located along a significant portion of the project area that prevent the ability to drive vehicles on the easement. Other than two short segments described below in 3.4, the project area is walkable.

3.4 Inaccessible Areas Due To Heavy Vegetation

There are two relatively short segments of the Cross-Country easement that are not accessible at all due to heavy vegetation.

• Heavy Vegetation Area 1: Figure 6 shows the location of an inaccessible section approximately 150 feet long associated with APN 265-370-24.

• Heavy Vegetation Area 2: Figure 7 shows the location of an inaccessible section approximately 75 feet long associated with APN 265-470-04.

It is assumed that the Consultant will be able to complete the required work without the need to remove the existing vegetation. However, the Consultant shall confirm in their proposal whether this assumption is correct, and describe how they will address this issue in their proposal.

3.5 SFID Mark-out Of Existing Pipelines Prior to the Aerial Survey

Prior to conducting the aerial survey, SFID will mark out the existing 15-inch drain line, 54-inch pipeline and 30-inch force main. There are no manholes or other visible features associated with the three (3) pipelines. However, the 54-inch and 30-inch pipelines are made of ferrous materials, and a relatively accurate location can be determined in the field by SFID staff. Prior to locating the pipelines, SFID staff will coordinate with the selected Consultant to confirm the preferred configuration (size and shape) and layout of visible markings needed to provide the most useful aerial survey deliverables. The proposer should describe how they would prefer the mark outs be shown in the field. The 15-inch drain line is non-ferrous. However, it is located between the other two pipelines. Construction drawings shall be used by the Consultant to estimate the location of the 15-inch drain line based on the location of the other two field located pipelines.

3.6 Available Background Documents

Several directly applicable background documents (Attachment A) for this project are available for review. The documents are listed in Section 4.0 of this RFP under “Scope of Work” Task 1.

The documents can be downloaded from SFID’s website at www.sfidwater.org by selecting

In addition to use by the Consultant to complete the scope of work for this project, SFID may be using this information to facilitate discussions with property owners regarding the removal and/or modification of encumbrances, or to describe the need to be present on their property for future construction or easement maintenance activities.

Deliverable: Electronic copies of relevant Title Reports with linked exceptions and exclusions as well as other pertinent documents.

Task 3. Field and Aerial Survey

A comprehensive Field and Aerial Survey shall be conducted to define the location of all easements (and relative property boundary information) associated with the 15-inch drain line, 54-inch pipeline, and 30-inch force main within the Northeast and Cross-Country segments of the project. Fences, structures, and other encumbrances shall also be surveyed and their locations documented to facilitate future removal and/or modification as required to accommodate future construction and easement maintenance. As described below, the ground and aerial survey shall also be conducted to a level of detail typically required to prepare base maps for design documents suitable for construction.

To assure the appropriate level of accuracy and confidence, all field surveying to locate property lines, easements, encumbrances, and other activities associated with this Scope of Work shall be conducted in accordance with California State Law, local laws and regulations, and the Business and Professions Code (Land Surveyor’s Act).

The following defines specific Field and Aerial Surveying requirements for this project. The

Consultant is encouraged to expand upon this scope to provide additional clarification of expectations as required.

3.1 Horizontal and Vertical Control: To be compatible with SFID’s ArcGIS, as well as other

SFID work products and reference material, the basis of horizontal and vertical control for the survey shall be the NAD 1983 SPC Zone 6 with coordinates expressed in terms of the U.S.

Survey Foot. Prior to beginning work, the Consultant shall coordinate with SFID to confirm that the coordinate system to be used for the project is compatible with SFID requirements. The objective is to provide deliverables that are compatible with SFID’s ArcGIS, as to provide base drawings, and other work products, that can be readily used by SFID as a foundation for future capital project designs.

3.2 Width of Survey: Length of the easements associated with the parallel pipelines associated with this project is approximately 5,000 feet. The width of the survey is similar for each segment and is described below.

3.2.1 Cross-Country Segment: For the Cross-Country segment of the project, the width of the survey will be 100 feet on either side of the existing 30-foot easement (7.5 ft adjacent to 22.5 ft easements) in the segment of the alignment.

3.2.2 Northeast Segment: For the Northeast Segment of the project, the width of the survey will be 100 feet on either side of the centerline of Aliso Canyon Road.

3.3 Base Mapping: Base mapping shall be prepared on a scale of 1-inch = 40-feet, and one-foot contour intervals throughout the project area. Base mapping shall show all easements, right-of-way, and property lines.

3.3.1 All Encumbrances Shall Be Surveyed And Included On Base Mapping: Visible, existing encumbrances within the survey area will be surveyed and depicted on the base maps.

Over the past several decades, the easement has become encumbered by fences, structures, and other types of encumbrances. In particular, fences that are located both perpendicular and parallel to the easement shall be surveyed to be accurately portrayed on the base mapping and other deliverables. The specific location of structures, or other man-made encumbrances must also be surveyed. Following completion of the survey, SFID intends to approach each property owner to either remove and/or modify each encumbrance. Therefore, it is important that the survey clearly and accurately define all property lines and encumbrances associated with the easement.

3.4 Staking: Staking will also be required to provide a clear visual understanding of the location of the easement in relationship to existing property lines and any encumbrance, such as a parallel fence. The easement along the Cross-Country segment does not bisect any lateral property lines

(the easement width is not split between properties). At this time, it is anticipated that staking will be required where fences have been constructed parallel to the existing Cross-Country easement that are not located exactly on the property line.

3.5 Aerial Survey: An Aerial Survey shall be conducted to provide the information needed to compile the data needed to produce the products described in this Scope of Work.

The Aerial Survey shall be conducted for the total project area and shall produce high resolution ortho imagery that can be utilized by SFID’s GIS. In addition to providing critical information for the Consultants development of base maps and other work products, the detail provided by this imagery may be used by SFID to mitigate potential conflicts with property owners regarding encumbrances along the easement.

3.6 Access Limitations: The Consultant shall understand that access to the project area is restricted due to multiple private fences (perpendicular to the easement) currently preventing the

Rehabilitation of the 15-inch Drain Line Page 15 of 21 August 2026 ability to walk directly across the Cross-Country easement alignment. In addition, the majority of the easement is located within gated private properties that require property owner authorization for access. Therefore, all field activities will require the presence of a SFID staff member to facilitate coordination with property owners to enable access to the easement. In addition, the presence of trees currently located on the easement(s) restricts the ability to drive vehicles along the easement.

Deliverables: All Survey data including CAD files (.dwg), PDF, survey coordinate files

• Topography 1 foot contour intervals along the alignments

• Aerial high resolution ortho imagery
