About this opportunity

The City of Hazlehurst, Georgia is requesting qualifications from professional aviation consulting firms for on-call airport planning and environmental services at Hazlehurst Municipal Airport, with responses due October 30, 2026 at 5:00 p.m. Respondents must hold current pre-qualification by the Georgia Department of Transportation in Area Class 1.08 Airport Master Planning and provide plans stamped by a licensed Professional Engineer in Georgia — mandatory eligibility filters. DBE utilization is required for federally funded projects exceeding $250,000, with proposed DBE firms certified by the Georgia Uniform Certification Program.

The scope spans a five-year master agreement covering airport system and master planning, noise compatibility planning, environmental assessment, facility inventories, aviation forecasts, facility requirements determination, airfield modeling, airport layout and terminal area plan development, compatible land-use planning, site selection studies, and financial planning. The selected consultant will negotiate individual sub-agreements on an assignment-by-assignment basis for projects the City anticipates initiating within five years of the effective date. The Capital Improvement Plan outlines specific projects: secure vehicle parking, agricultural operations infrastructure, airfield pavement work, new terminal building, and corporate hangar development, spanning FY2027–2031 with a total program budget of $5.44 million (federal funding $2.87 million, state funding $900,000, local funding $1.145 million).

Responses must include four copies of a Statement of Qualifications not exceeding twenty-five pages, single-sided on 8.5" x 11" paper, excluding tabs and cover letter. No price proposals, overhead rates, or cost information should be included. Selection is by committee based on firm and key personnel qualifications, relevant project experience with references, geographical location, performance on similar projects, familiarity with FAA Atlanta District Office and GDOT Aviation Programs, current workload, and responsiveness. The committee may invite consultants to interviews. Unsuccessful firms receive written notification within five days of selection completion. Inquiries must be directed to hazlehurstairport@outlook.com; direct contact with City officials is prohibited during the qualifications process. Consultants may request an airport site visit prior to submission.
