About this opportunity

The City of Hazlehurst, Georgia is requesting qualifications for professional on-call airport engineering, architectural, and construction inspection/administration services for Hazlehurst Municipal Airport under a five-year Master Agreement, with submissions due October 30, 2026 at 5:00 PM. Responding firms must hold current pre-qualification from the Georgia Department of Transportation in Area Classes 2.09a (Airport Design), 2.09b (Airport Electrical), and 8.02 (Airport Construction, Administration, and Observation), and must be able to provide plans stamped by a licensed Professional Engineer in Georgia — this is the core eligibility filter. DBE utilization is required for federally funded projects exceeding $250,000, with proposed DBE firms certified through the Georgia Uniform Certification Program.

The scope encompasses project funding applications, design and construction administration, DBE program administration, and construction or rehabilitation of airfield infrastructure, buildings, roadways, fencing, and security systems. Projects are sequenced across the five-year Capital Improvement Plan (FY2027–2031) with design activities commencing in 2027 and major construction occurring in 2028 through 2031. The total CIP budget is $5.439 million, with individual project budgets ranging from $5,000 to $1.5 million; funding sources include Airport Improvement Program grants and Build America Better on Recycled Infrastructure funds.

Responding firms must submit four copies of a Statement of Qualifications not exceeding 25 pages, single-sided on 8.5" × 11" paper. This is an RFQ — no cost information should be included. Site visits to the airport are available upon request. The Selection Committee will evaluate submissions based on firm qualifications and experience, key personnel qualifications, relevant project experience with references, geographical location, performance on similar projects, familiarity with FAA and Georgia Department of Transportation aviation programs, and current workload capacity. Selected firms may be invited to interviews; unsuccessful firms will be notified in writing within five days of selection completion.
