About this opportunity
The City of Lakeland is requesting qualifications from engineering firms prequalified by the Florida Department of Transportation in Work Group Type 10—Construction Engineering Inspection (CEI), Work Type 10.1 (Roadway CEI), and Work Type 10.3 (Construction Materials Inspection)—to provide CEI services for the Glendale Street Trail project from New Jersey Road to Lakeland Highlands Road, under the Consultants' Competitive Negotiations Act (CCNA) per Florida Statute 287.055, with qualifications due October 5, 2026 at 2:00 p.m. FDOT prequalification in the specified work types is a mandatory eligibility requirement. Questions are due September 25, 2026 at 5:00 p.m. In compliance with CCNA, rates shall not be included in proposals.
The scope encompasses construction engineering inspection and materials inspection services administered through the City's Public Works Department. Respondents must demonstrate understanding of and approach to CEI scope of services, technical qualifications and relevant CEI experience, and a project staffing plan with documented availability and workload capacity.
Evaluation criteria carry these weights: Understanding and Approach to CEI Scope of Services (60 points), Consultant Technical Qualifications and Relevant CEI Experience (25 points), and Project Staffing Plan and Availability/Workload (15 points). The City will award to one or more respondents based on the most responsive bid to its needs rather than cost alone.
Respondents must provide proof of insurability: Commercial General Liability ($1,000,000 per occurrence), Business Automobile Liability ($1,000,000 per occurrence), Workers' Compensation (statutory limits), Excess Liability ($2,000,000), and Professional Liability/Malpractice Insurance ($1,000,000 maintained for three years post-completion). Required certifications include drug-free workplace status, suspension and debarment eligibility, public entity crimes status, conflict of interest, non-collusion, E-Verify compliance, and scrutinized companies status. A notarized Hold Harmless/Indemnification Agreement and Human Trafficking Affidavit are required. The City emphasizes strict compliance with OSHA standards, personal protective equipment specifications, work zone safety protocols, and maintenance of traffic procedures. The qualification package is valid for 60 days from opening. Responses must be submitted electronically through the City's OpenGov e-Procurement Portal.
