About this opportunity

The City of Portland Water Bureau is requesting proposals for on-call professional land surveying services under an RFP with proposals due March 27, 2026 at 4:00 p.m. via the City's Online Procurement Center. The City intends to award three price agreements across two service categories: up to two agreements for General Survey Services and one agreement for Hydrographic Surveying Services.

All successful proposers must employ or have on staff a Professional Land Surveyor licensed in Oregon. Deliverables for General Survey Services must be submitted in Bentley MicroStation CADD format, a mandatory requirement confirmed by the City. General Survey Services encompass topographic surveys, boundary surveys, right-of-way surveys, utility surveys, construction staking, FEMA elevation certificates, terrestrial scanning, and aerial photogrammetry, with work primarily in Multnomah and Clackamas Counties but potentially extending to Washington and Hood River Counties. Hydrographic Surveying Services involve sonar and GPS equipment for bathymetric surveys, utility surveys, and structure condition surveys.

Each price agreement carries a three-year term with a maximum value of $165,000 per agreement. Individual task orders are capped at $75,000. Compensation for task orders will be negotiated based on hourly rates and estimated hours. Subconsultant markup is capped at 5% of total contract value. Reimbursables at cost without markup include travel beyond 100 miles from Portland, document reproduction, and approved direct costs.

The evaluation employs a qualifications-based selection process focusing on project team qualifications, proposer capabilities, project approach, and corporate responsibility initiatives. The City will announce short-listed proposers and conduct potential interviews in April 2026, with contract negotiation in April 2026 and Notice to Proceed by May 2026.

Successful proposers must obtain a City of Portland Tax Registration Number and maintain commercial general liability ($2 million), automobile liability ($2 million), and professional liability ($1 million per occurrence, $3 million aggregate) coverage. All work product becomes City property upon payment.
