About this opportunity

Jackson County Board of Commissioners, on behalf of the Gainesville-Hall Metropolitan Planning Organization (GHMPO), is requesting proposals for professional engineering services to conduct a State Route 124 corridor study from State Route 332 to Creek Nation Road, with proposals due June 23, 2026 at 10:00 AM and questions due June 12, 2026 at 2:00 PM.

The scope requires a comprehensive transportation planning and engineering study of the SR 124 corridor in Jefferson County, Georgia, incorporating existing-condition analysis, safety and congestion assessment, public engagement, and development of short- and long-range improvement recommendations. Deliverables include a final corridor study report with maps, GIS shapefiles, and prioritized project lists organized by implementation timeframe (short-term, medium/long-term, and aspiration). The study will integrate data from GHMPO's 2055 Metropolitan Transportation Plan, Jackson County's comprehensive plan, and Georgia Department of Transportation crash data.

The contract term runs 18 months from board approval (August 1, 2026, through December 31, 2027), with an option for a six-month extension. The project timeline includes phases for project initiation (August–October 2026), data collection and analysis (August 2026–February 2027), public involvement (October 2026–March 2028), and final report development (July 2027–March 2028).

Evaluation criteria weight proposals as follows: overall proposal quality (10%), firm experience and qualifications (40%), work plan and schedule (15%), fixed and hourly fee schedules (20%), and use of local consultants (15%). Proposals must include a fixed fee for the complete scope and an hourly fee schedule for additional services. All vendors must submit a W-9, evidence of professional liability insurance, proof of Georgia workers' compensation and general liability insurance covering $1,000,000 per incident, and a notarized Contractor Affidavit confirming E-Verify participation and compliance with Georgia's Illegal Immigration Reform and Enforcement Act of 2011. Subcontractors and sub-subcontractors must submit similar affidavits at least five days before beginning work. Valid proposals remain binding for 90 days from submission.
