About this opportunity
Volusia County is seeking professional engineering services for a comprehensive dredging and beach placement project involving flood shoals within Ponce de Leon Inlet and the Intracoastal Waterway. The Request for Statement of Qualifications (RSQ) solicits consultants to design, permit, and provide environmental oversight, including turtle monitoring and relocation, bid administration, and construction administration for placing approximately 1.7 million cubic yards of beach-compatible material. The initial sand placement will span from Sunglow Pier in Daytona Beach Shores to Ormond Beach, with approximately 18 cubic yards of sand per linear foot of shoreline. Responses are due by June 26, 2025 at 3:00 pm, with an evaluation process that will score submissions across four key criteria: firm qualifications (40 points), similar projects/references (40 points), project team (10 points), and project approach (10 points). The project requires compliance with agreements from the Florida Inland Navigational District (FIND) and the Florida Department of Environmental Protection (FDEP), with an urgent timeline driven by coastal erosion from recent hurricanes. Respondents must demonstrate extensive experience in permitting flood shoal harvesting and large sand placement projects in Florida.
The procurement does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. The contract will be awarded through the Consultants' Competitive Negotiation Act (CCNA) process, with a proposed three-year contract term and potential for two one-year renewals. While specific budget details are not fully disclosed, the contract will be task-based, with assignments negotiated separately and no guaranteed number of projects. The county reserves the right to award contracts to one or multiple firms, with funding subject to annual appropriation. Insurance requirements are comprehensive, including Workers' Compensation, Commercial General Liability, Auto Liability, and Professional Liability, with specific coverage limits ranging from $1,000,000 to $2,000,000 depending on the policy type. Subcontractors must maintain the same policy limits and conditions as the general contractor, with waivers of subrogation in favor of Volusia County, FIND, and FDEP. The project is partially funded by the Florida Department of Environmental Protection and involves federal contract provisions that mandate compliance with various regulations including equal employment opportunity, Davis-Bacon Act, and procurement standards.
Opportunity text
The County of Volusia is seeking the services of professional consultants to design, permit and provide environmental oversight and compliance with turtle monitoring and relocation, bid administration, and construction administration services for the dredging and on-beach placement of material located within the flood shoals outside of the navigation channels of Ponce De Leon Inlet and the Intracoastal Waterway along with any potential infrastructure improvements related to harvesting, transporting, or ultimate on-beach placement efficiency. A Ponce de Leon Inlet and Flood Shoal investigative report was performed in 2024/2025 that included collection and analysis of a bathymetric and topographic survey and geotechnical data to identify the horizontal and vertical limits of beach quality sand that could potentially serve as borrow material for on-beach placement, resulting in approximately 1.7 million cubic yards of potential material. This report can be found in Exhibit A. Initial placement of the sand will be in areas not served by the 2025 North Sand Placement Project or the 2025 Rattlesnake Island Dredged Material Management Area Offloading project. This initial placement area would span from approximately Sunglow Pier in Daytona Beach Shores north to Ormond Beach at approximately 18 cubic yards per linear foot of shoreline. The County has not determined at this time the location where the remaining sand will be placed or the profile at which the remaining sand will be placed. The County has not determined the placement mechanism (truck haul and/or hydraulicly pumped and placed) for this sand placement project(s).
The awarded firm shall comply with any agreements with Florida Inland Navigational District (FIND) and the Florida Department of Environmental Protection (FDEP).
Respondents shall note there is an urgency to have this sand placed on the beach as soon as possible.
