About this opportunity

The Michigan Department of Education, Office of Career and Technical Education (MDE-OCTE) is issuing a Request for Proposal (RFP 250000001191) for professional development and event planning services to support Michigan Career and Technical Education educators throughout the 2025-2026 contract period. The procurement encompasses planning and execution of multiple events including the New Administrator Workshop (September 2025), Early Middle College Workshop (October 2025), OCTE Fall and Spring Updates (October 2025 and April 2026), a Grant Dissemination/Data Workshop (January/February 2026), and the Michigan Career Education Conference (January 25-27, 2026) at the Amway Grand Plaza Hotel with anticipated attendance exceeding 1,000 participants. The contractor must assume full responsibility for all event planning activities including venue selection and contracting, attendee outreach, presenter and exhibitor coordination, online registration system development and management, on-site staffing, material preparation, evaluation compilation, and comprehensive financial management including registration processing and billing. Bidders must demonstrate extensive experience managing conferences exceeding 1,000 attendees, vendor management capabilities for CTE-related equipment, workshop and conference development expertise, substantial financial management experience including processing registrations and billing, travel arrangement capabilities, and vendor and exhibitor negotiation skills. Pricing must be firm for the entire contract term with all labor, equipment, materials, supplies, and subcontracted work included without markups on venue costs, supplies, equipment, or subcontracted services. Proposals will be evaluated on best value considering product quality (50 points), service requirements including timeframe and reporting (20 points), project plan (20 points), and vendor questions responses (10 points), with a minimum technical evaluation score of 80 points required for consideration. The proposal submission deadline is February 13, 2025, with contract commencement on July 1, 2025, and an initial one-year term with renewal options for up to seven additional one-year periods at the State's discretion.

The RFP documents do not specify set-aside designations, disadvantaged enterprise restrictions, or preferences for particular organization types, indicating this is an open competitive procurement. No incumbent vendors or current contractors are identified in the available materials. The contractor must establish a separate restricted fund account for all event revenue that cannot be commingled with other revenue, and all vendor contracts must be established directly between the contractor and vendors rather than between MDE-OCTE and vendors. Liquidated damages of $5,000 plus $100 per day apply for late or improper completion of contract activities, and the contractor must maintain a line of credit to ensure timely payments to subcontractors and vendors. Payment will be processed by Electronic Funds Transfer within 45 days of invoice receipt, with the contractor required to submit detailed, itemized invoices with supporting documentation for all expenses. No specific budget range or award value is listed in the RFP; bidders are instructed to submit their best pricing proposals based on service requirements, with the State reserving the right to negotiate pricing and terms with one or more bidders. No site visits, bidders' conferences, or pre-proposal meetings are scheduled for this solicitation.
