About this file
This document is a Vendor Questions and State Response for RFP No. 250000001191 issued by the State of Michigan's Michigan Department of Education, Office of Career & Technical Education (MDE-OCTE) on February 6, 2025, addressing professional development and event planning services. The RFP encompasses planning and execution of multiple events during the 2025-2026 conference event season running from July 1 to June 30, including the New Administrator Workshop, Early Middle College Workshop, Office of Career & Technical Education Fall and Spring Updates, and Grant Dissemination/Data Workshop. Small events are projected to attract 20-30 attendees, while larger events such as the Fall and Spring Updates are expected to draw over 100 attendees. The contractor may be required to manage 1-4 additional events spanning no more than 4 total days. Events may include general sessions only or a combination of general sessions and breakout spaces, with some events requiring exhibit space management and coordination. The contractor will be responsible for coordinating exhibitor registration and managing exhibition logistics with MDE-OCTE input, and attendees will have the opportunity to earn State Continuing Education Clock Hours (SCECHs) through QR code access to completion forms managed by MDE-OCTE.
Financial responsibility for the contract places the burden on the contractor to collect all revenue, manage registrations fees to offset expenses, and process advance deposits for events, venues, materials, exhibitors, and presenters as approved by MDE-OCTE. The contractor must maintain a line of credit to make timely payments to subcontractors and vendors, with all vendor contracts established directly between the contractor and vendors rather than between MDE-OCTE and vendors. MDE-OCTE will provide onsite services to support traditional events and may offer special enhancements for select conference attendees. Bidders are instructed to submit their best pricing proposals based on service requirements outlined in Schedule B, with no stated maximum budget allocation, and should reference the Proposal Instructions, Standard Contract Terms, and Schedule B for detailed timeline information and financial management requirements.
