About this opportunity

Bulloch County Board of Commissioners is requesting qualifications from GDOT Prequalified Consultants for civil engineering and design services for Fire Station 16 site access improvements, with statements of qualifications due September 25, 2026 at 2:00 PM EDT. Respondents must be currently prequalified with GDOT and maintain that status through the submission deadline; a minimum of 50% of personnel providing professional services must be employed by the firm. This is a mandatory cooperative-purchasing vehicle (GDOT prequalification) that filters eligibility.

The scope comprises three phased design components: Phase 1, civil engineering design within the GDOT right-of-way with technical submittals for a GDOT encroachment permit; Phase 2, site entrance, primary driveway, and approach design to accommodate heavy Fire and EMS emergency response vehicles; and Phase 3, employee parking layout and ingress/egress design at the rear of the station. The Prime Consultant must have a Georgia-licensed Professional Engineer as Principal-in-Charge with a minimum of 10 years of industry experience. The team must collectively hold current GDOT prequalifications in roadway design, traffic operations, utility coordination, hydraulic studies, surveying, and erosion control.

The contract will be negotiated on a time-and-materials basis with a not-to-exceed amount. Insurance requirements include workers' compensation, general liability of at least $1 million per occurrence and $2 million aggregate, auto liability at the same limits, and professional malpractice insurance of $1 million per occurrence. Either party may terminate with 30 days' written notice.

Evaluation is weighted 65% on the Prime Consultant's detailed qualifications and history delivering civil engineering and design services to local governments in Georgia, 25% on a detailed cost proposal with hourly rates in Excel format using GDOT pay item identification, and 10% on past work experience and client references. Questions are due September 11, 2026 at 5:00 PM EDT, with responses issued by September 15. The anticipated award date is October 6, 2026. No pre-bid vendor conference will be held. Acknowledgment of all amendments, addenda, and changes must be included or the submission will be found nonresponsive.
