About this opportunity

The City of Tampa is seeking professional building plan review and inspection services through a Request for Qualifications (RFQ No. 25-P-00408) for residential and commercial construction projects within the city limits. The procurement targets licensed outside service providers who can perform comprehensive plan reviews and construction inspections across building, electrical, mechanical, and plumbing trade categories, in accordance with Florida Statutes 468, 471, and 481. Respondents will be evaluated on six key criteria: cost (10 points), firm experience and qualifications (35 points), references (15 points), understanding of scope of work (20 points), criminal history screening practices (5 points), and Small Local Business Enterprise (SLBE) participation (15 points). The solicitation includes specific unit pricing requirements for construction plan reviews across seven categories and construction field inspections, with estimated quantities of 520 hours for plan reviewers and 4,200 hours for field inspectors. Key dates include a non-mandatory pre-proposal meeting on October 13, 2025, at 3:00 PM, questions due by October 15, 2025, at 4:30 PM, and proposal submissions due by October 29, 2025, at 4:30 PM. The City intends to pre-qualify a minimum of three respondents and will distribute work at its discretion.

The RFQ emphasizes Small Local Business Enterprise (SLBE) participation, with proposers able to earn additional evaluation points for including certified SLBE firms in their submissions. The City of Tampa will apply a 13% Construction Services Enhancement Fund to support these services and has structured the procurement to promote diverse business participation. Respondents must comply with various municipal requirements, including E-Verify laws, anti-human trafficking provisions, and restrictions on doing business with scrutinized companies. While no specific award value is explicitly stated, the contract will initially be for one year with the potential for three additional one-year renewals. The City reserves the right to unilaterally extend the contract for up to three 30-day periods and will select vendors based on experience, qualifications, location, and ability to perform. Successful proposers must provide comprehensive documentation, including an Accessibility Conformance Report, criminal background screenings, and detailed information about employee qualifications and service capabilities.
