About this opportunity
Pierce County, Washington is soliciting capability statements for a sole-source procurement of Emerson equipment and parts for drinking water system rehabilitation under a procurement exemption, with responses due September 9, 2026 at 4:00 p.m. This is a directly negotiated purchase; Pierce County has determined that Emerson is the sole authorized distributor capable of meeting the County's specialized needs, and market research by the County supports this determination.
Any entity submitting a capability statement must demonstrate authorization by the manufacturer to sell Emerson equipment, parts, and related components in Pierce County. If any capability statement demonstrates that the submitter can meet the County's needs, the notice will be cancelled and the County will proceed with a competitive procurement process instead.
The scope encompasses a cloud-based remote monitoring system for the Kapowsin drinking water system, tracking treatment parameters including pH, temperature, chlorine residual, turbidity, flow, pressure, and tank levels, plus remote chlorine residual monitoring within the distribution system. Work also includes an alarm system with monitoring and intrusion detection capabilities, video monitoring of critical components, and rehabilitation or replacement of booster pump assemblies with associated piping and equipment.
The estimated total procurement cost is $70,000 over a 24-month term. Questions are due September 2, 2026. Contact Andrew Robson at Pierce County Finance Department via the OpenGov platform or at (253) 798-7456.
