About this file
This is a Procurement Exemption Notice issued by Pierce County Planning and Public Works Department for a sole source purchase of equipment and parts from Emerson. The procurement exemption is valid for 24 months and covers the rehabilitation and modernization of the Kapowsin drinking water system. The project scope includes installation of a cloud-based remote monitoring system to track treatment parameters such as pH, temperature, chlorine residual, turbidity, flow, pressure, and tank levels, along with remote chlorine residual monitoring capabilities within the distribution system. Additional work includes an alarm system for monitoring and intrusion detection, video monitoring of critical components, and rehabilitation or replacement of booster pump assemblies with associated piping and equipment. The County has determined that only Emerson equipment meets its operational needs. Entities believing they meet the stated requirements must submit a capability statement via the OpenGov platform demonstrating authorization by the OEM to sell Emerson equipment, parts, and replacement components of matching specifications.
The estimated total procurement cost over the 24-month period is $70,000.00. The sole source justification identifies Emerson LLLP as the only qualified vendor capable of providing the necessary equipment and components. Questions regarding the procurement exemption should be directed to Andrew Robson at Pierce County Finance Department via the OpenGov platform or by phone at (253) 798-7456.

PIERCE COUNTY
2026-PE-216
Procurement Exemption Notice
Based on a sole source exemption, the Pierce County Planning and Public Works Department intends to purchase equipment and parts from Emerson. The procurement exemption will be valid for 24 months, and the estimated cost of the purchases over the 24-month period is $70,000.00.
This equipment is necessary to improve the operations and resiliency of the Kapowsin system to allow for more consistent oversight, reduce operational costs, improved reliability and enhanced redundancy.
This will include the installation of a cloud-based remote monitoring system for monitoring treatment required parameters such as pH, temperature, chlorine residual, turbidity, flow, pressure, tank levels, and remote chlorine residual monitoring within the distribution system. Additionally, the remote monitoring package will include an alarm system (monitoring and intrusion) and video monitoring of critical components. This will also include the rehab or replacement or both of the booster pump assemblies, associated piping and equipment to improve reliability and compatibility with remote monitoring equipment and to improve system operational controls.
The County has determined that only Emerson equipment is suitable for this endeavor. Therefore, the County has identified the following minimum requirements to meet its need:
1. Authorization by the OEM to sell equipment, parts, and other replacement components manufactured by Emerson or the ability to sell the necessary parts, and other replacement components of matching specifications.
Any entity who believes they are qualified to meet the need identified in this public notice must submit a capability statement describing how the entity meets the above minimum requirements.
Capability statements must be submitted via the OpenGov platform. For questions, please submit them in the OpenGov platform or contact:
