About this opportunity
Maryland State Highway Administration's Office of Construction is soliciting purchase-order proposals for the renewal of Procore Technologies cloud-based construction management software under PORFP J02P7600027, with questions due November 12, 2026 at 2:00 p.m. EST and proposals due November 16, 2026. The solicitation is limited to Master Contractors authorized under the COTS 2012 Master Contract (060B2490021) and is designated for Functional Area I (COTS Software) only. No small business reserve has been designated.
Bidders must be authorized resellers of Procore Technologies and submit a manufacturer Letter of Authorization and a screenshot of the Manufacturer's Suggested Retail Price. The software must be new and unused, with estimated ship dates and lead times, and virus-free. Bidders must furnish all software licensing agreements, EULAs, Acceptable Use Policies, and other terms the State would be subject to. The bid form prices one unit of Procore Project Management Pro, sized for an annual construction volume capacity of $25 million to $50 million, for a term running November 15, 2026 through November 14, 2027. Pricing must remain valid for at least 90 days after the due date. The State reserves the right to purchase more or less than the specified quantity based on available funding.
The software currently tracks RFIs, plans, submittals, scheduling, and related project management functions on the largest construction project within MDOT SHA (PG618), and the Office of Construction states it could not track those functions without renewal. Place of performance is the State Highway Administration in Baltimore, Maryland, and responses must be submitted through eMaryland Marketplace Advantage (eMMA). Agency point of contact is Kimberly Anderson at 707 N. Calvert Street, C-405, Baltimore, with on-site contact Craig Mackowiak and invoices directed to Daniel Joines.
