About this opportunity
The South Dakota Department of Education's Division of Child and Adult Nutrition is seeking a qualified vendor to process USDA material 100124 Bulk Turkey into usable end products through a Request for Proposal (RFP). The procurement requires the selected Consultant to be an approved USDA National Processing Agreement (NPA) Commodity Processor capable of transforming raw turkey products into six specific finished products with precise nutritional and labeling requirements. The contract will cover the period from July 1, 2024 to June 30, 2025, with potential extensions for up to four additional one-year terms. The State anticipates procuring approximately 1-2 trucks of Bulk Turkey per school year, with raw product delivery expected around July 15, 2024. Proposals are due by November 27, 2023 at 5:00 PM CT, and vendors may submit email inquiries to Rochelle Kenzy at Rochelle.Kenzy@state.sd.us for clarification. The State will evaluate proposals based on multiple factors including cost, experience, resources, past performance, and the quality and marketability of proposed end products.
The RFP includes a Contractor Certification requiring vendors to confirm they are not a Prohibited Entity, specifically organizations ultimately owned or controlled by foreign nationals from China, Iran, North Korea, Russia, Cuba, or Venezuela. No specific set-aside designations for disadvantaged enterprises were explicitly mentioned in the documents. The State reserves the right to award the contract to multiple Consultants if deemed in the best interest of the state. While specific budget ranges were not detailed, the procurement involves processing USDA commodity foods with monthly deliveries to a designated state warehouse. Bid pricing must comprehensively include all transportation costs associated with the product deliveries. The contract requires detailed reporting, including providing lists of eligible recipient agencies, quantities of approved end products, and maintaining hold and recall contact information. Vendors must also be prepared to provide supporting documentation demonstrating qualifications and experience as part of their proposal submission.
