About this opportunity

Solano County, through its Department of Child Support Services, is seeking a process server contractor to handle approximately 120 legal documents monthly, with 65% of services within Solano County and 35% across other California counties, occasionally including out-of-state service. The Request for Proposal (RFP) #961-0908-26 targets a comprehensive legal document service provider responsible for electronically receiving documents, attempting personal or substituted service, making at least three service attempts, and maintaining detailed records. Proposers must provide bi-weekly and monthly electronic reports, return proofs of service within specified timeframes, and be available to testify in court at no additional cost. The contract evaluation will be conducted by a County Evaluation Committee using a points-based system across four criteria: General Qualifications and Experience (30 points), Technical Approach (35 points), Cost Proposal for Solano County (20 points), and Cost Proposal for Other Counties and Out of State (15 points). The procurement is scheduled for a three-year term from December 1, 2025, to November 30, 2028, with potential for two additional one-year renewals, and proposals are due by October 3, 2025.

The RFP does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises. The contract is funded by the State of California Department of Child Support Services, with a total estimated contract value not to exceed $205,000. While no incumbent vendor is directly named, the documents reference Team Legal, Inc. as a current process service provider with an existing fee schedule ranging from $55 to $130 per service, depending on geographic location and complexity. Additional service fees include rush service requests ($30-$45), stakeout services ($50-$65 per hour), field locate and skip tracing ($20-$120), and rural service fees ranging from $25 to $175. The contractor must maintain specific insurance coverages, including $2,000,000 general liability, $1,000,000 automobile liability, workers' compensation, cyber liability, and professional liability. The county reserves the right to award contracts to multiple proposers and requires comprehensive documentation including financial statements, references, staffing plans, and various certifications.
