About this opportunity

The Florida Department of Revenue is issuing a Request for Information on private service of process capabilities, with vendor questions due July 24, 2026 and RFI responses due August 21, 2026. This is a market-research instrument preceding a competitive solicitation planned for later in 2026 or early 2027; submission does not commit the Department to procure and does not exclude vendors from later competition.

The Department's Child Support Program seeks vendor information on process-serving capacity across 19 capability areas: county coverage in Florida and multi-state service capability for out-of-state respondents, subcontracting practices, company experience and tenure, work-order receipt and tracking methods, service-attempt timelines, filing procedures, case-management systems, and customer-support infrastructure. The RFI is intended to assess market availability and capability depth prior to releasing binding solicitation terms.

The current contract expires April 15, 2027. In State Fiscal Years 24/25 and 25/26 to date, the incumbent completed 13,446 service requests for the Department and an additional 2,313 requests for contract attorneys operating under state rates with Department reimbursement. The scope spans paternity and child support cases throughout Florida and long-arm cases when respondents reside in other states.

Vendor written questions are due by 3:00 p.m. EST on July 24, 2026; the Department will post written responses by August 14, 2026. RFI responses are due by 3:00 p.m. EST on August 21, 2026. Responses become Department property and are subject to public-records disclosure.
