About this opportunity

The Superior Court of California, County of Los Angeles is issuing a Request for Proposals (RFP) for privacy protection services to protect approximately 500 Judicial Officers. The solicitation seeks qualified vendors to provide comprehensive online personal information removal and privacy protection services, including opt-out services with Internet Data Vendors, social media scrubbing across major platforms (Facebook, Instagram, X, Telegram, Discord, and Bluesky), and regular monitoring of web mentions associated with judicial officers' names and home addresses. Key deliverables include performing information removal checks every three to six months, making successive opt-out demands annually, providing email notifications with source and context details to Judicial Officers and the Office of Public Safety, and delivering monthly and quarterly reports on identified and removed information. Vendors must meet minimum qualifications including at least five consecutive years of documented experience providing similar services, current business licenses and professional certifications, and specific insurance coverages (Commercial General Liability of $1 million per occurrence/$2 million annual aggregate and Cyber Liability/Technology Professional Liability/Errors & Omissions coverage). Additionally, vendors must demonstrate PCI DSS Level 1 information security practices or equivalent and conduct background checks on employees with access to personal information. The evaluation criteria are weighted as follows: Experience on Similar Assignments (25%), Credentials of Proposer's Personnel (12%), Quality of Work Plan (30%), Cost (30%), and Disabled Veteran Business Enterprise preference (3%). Proposals must be submitted electronically through the Court's Online Procurement Website at https://lacourt.bonfirehub.com/ (Bonfire) by April 25, 2026, with the proposal evaluation period occurring in April-May 2026, optional live demonstrations in May 2026, Notice of Intent to Award in May 2026, and an estimated service start date of June 2026. The contract duration is three years with two one-year renewal options, and all pricing must be all-inclusive and good for 120 days.

The Court has established a Small Business preference of 5% in addition to the Disabled Veteran Business Enterprise preference of 3% embedded in the evaluation criteria; however, no specific set-asides or restrictions limiting response to particular organization types have been identified in the solicitation documents. No incumbent vendors or current contractors are listed in the procurement materials provided. The solicitation does not specify an explicit budget range or award value; however, vendors should note that pricing proposals must be submitted through the Bonfire portal and will be evaluated as part of the 30% cost criterion. The Court reserves the right to award multiple contracts to more than one vendor and is under no obligation to procure any minimum amount of work under any awarded contracts. All bids become Court property subject to public disclosure under California law, except for social security numbers and financial statements of non-publicly traded corporations. Vendors must acknowledge acceptance of all terms and conditions set forth in the Court's Standard Business Terms and Conditions 4.0 and IT Terms and Conditions 2.0, as incorporated into the Model Agreement, or exceptions must be submitted in writing with clear explanation and rationale; failure to do so may render bids non-responsive.
