About this opportunity

Collin County Sheriff's Office is soliciting sealed quotes from qualified prisoner transport firms to provide intrastate and interstate prisoner transportation services, with quotes due September 24, 2026 at 2:00 p.m. CST under RFQ 2026-355. The contract carries a $25,000 approximate value and is not a guaranteed order.

Vendors must meet strict operational and insurance qualifications: FMCSA compliance with a Satisfactory Audit rating, proof of transporting a minimum of 1,000 prisoners in the preceding twelve months, properly licensed and equipped vehicles with heat/air conditioning and mobile communications, and qualified transport personnel with background checks and required training. Commercial General Liability insurance must be $1,000,000 per occurrence and $2,000,000 aggregate; Commercial Automobile Liability must be $1,500,000 to $5,000,000 depending on vehicle capacity; and Workers Compensation insurance must carry $500,000 limits. These qualifications are decision-flipping filters.

The scope encompasses pickup of prisoners from any location within the continental United States, Alaska, and Hawaii, with delivery to Collin County or return to original pickup locations. Vendors must assume custody within ten days of notification and deliver no later than fourteen calendar days from notification. Pricing is structured on a per-mile basis for intrastate and interstate transport, with separate line items for additional prisoners, courthouse pickups, and date/time-specific pickup fees. All costs associated with transport—meals, lodging during delays, and equipment—must be included in quoted prices except medical costs, which are reimbursable with documentation.

The contract term is one year commencing on the later of full award and execution or November 7, 2026, with options to renew for three additional one-year periods. Historical data (FY2024, FY2025, and FY2026 year-to-date) shows 734 total transports across all jurisdictions served. Award will be made to the responsive quoter submitting the lowest and best quote, with Collin County reserving the right to make primary, secondary, and tertiary awards or reject any quotes. Questions are due September 3, 2026. Vendors must file a Texas Conflict of Interest Questionnaire (CIQ) no later than the seventh business day after proposal submission and provide completed Form W-9 for tax compliance.
