About this opportunity
Colquitt County, Georgia is accepting sealed bids on a comprehensive IP camera system upgrade at the Colquitt County Prison, with bids due July 28, 2026 at 10:30 a.m. and a mandatory pre-bid meeting on July 14, 2026 at 10:00 a.m. at the prison facility. The procurement is subject to Section 889 of the 2019 National Defense Authorization Act, which excludes components from Huawei Technologies, ZTE Corporation, Hytera Communications, Hangzhou Hikvision Digital Technology, and Dahua Technology Company.
The scope is a complete turnkey CCTV system replacement that removes all existing analog cameras and installs IP cameras with smart search, video analytics, zone routing, and push-notification capabilities. Deliverables include new network switches, rack-mounted NVRs with hot-swappable hard drives, plenum-rated cabling, four 50-inch wall monitors, client workstations, surge protection, and a minimum 1-hour UPS battery backup system. The system must support 30 days of on-site motion-detection storage, ONVIF driver compatibility for multi-manufacturer support, and vandal-resistant IK10+ rated cameras. As-built plans are required in hard copy (24x36) and electronic format. The contractor must provide complete shop drawings with camera placement, warranty details and equipment specification sheets, user operating manuals, and onsite training upon completion.
All bidders must complete a mandatory site visit, provide proof of workers' compensation insurance, pass E-verify, maintain current licensure and insurance, submit bid/performance/payment bonds, pass background checks, and demonstrate a minimum of five years of relevant experience. The contractor is responsible for all permits, fees, and local and state code compliance. Bid pricing must include total installation cost, optional purchase-order pricing (payment within 30 days of completion), and optional purchasing-card pricing (immediate processing), plus a 10 percent contingency added to total project cost. Sealed bids submitted after 10:30 a.m. on July 28 will not be accepted. Bids cannot be withdrawn for 30 days following submission.
