About this opportunity
The Illinois Secretary of State is requesting bids for printing 1,000,000 four-part carbonless Secure Power of Attorney Forms (VSD 332.5) under IFB B-53249, with bids due July 29, 2026, and electronic submission required through BidBuy only (https://www.bidbuy.illinois.gov/bso/).
This procurement is not subject to a Small Business Set-Aside. All vendors must submit either a Vendor Disclosure form (Version 24.1) or an IPG Active Registered Vendor Disclosure form, along with Illinois Standard Certifications and Financial Disclosures and Conflicts of Interest documentation. Vendors with 15 or more full-time employees must complete Illinois Department of Human Rights public contract number verification. For contracts with annual values exceeding $100,000, vendors must disclose lobbyists or agents and current or pending contracts with Illinois state government units. Any vendor awarded a contract valued at $1,000 or more must pay a $15 Minority Contractor Opportunity Initiative fee, deducted from the first invoice.
The forms are 8.5 inches by 11.625 inches overall with an 8.5-inch by 11-inch torn-out size. Specifications include four-part carbonless construction with fluorescent ink patterns, sequential numbering, and micro-line printing for security features. The entire order of 1,000,000 forms must be delivered by December 31, 2026. Color-coded acetate proofs are required within ten days of award; the State has a minimum five-business-day review period before returning them to the vendor. Delivery to the Secretary of State Vehicle Services Department in Springfield, Illinois must be arranged at least 72 hours in advance.
The initial contract term runs from execution through June 30, 2027, with no renewal options; the total contract term cannot exceed ten years. Pricing must be submitted as firm price line items in BidBuy with no cost-plus or estimated arrangements. The State will award to the responsive and responsible bidder submitting the lowest price. No bid bond or performance bond is required. The State reserves inspection rights at the vendor's printing facility during press setup and production runs to verify color density, ink registration, and perforation accuracy. Prevailing wage requirements may apply to printing services.
