About this opportunity
The Illinois Department of Transportation is requesting printing services for the 2027 Supplemental Specifications and Reoccurring Special Provisions book through BidBuy, with bids due June 15, 2026. The solicitation is open to all vendors and carries a prevailing-wage requirement under Illinois Department of Labor standards due to the printing-service classification.
The scope calls for 16,000 books measuring 5¾" × 8⅞" with 232 pages, perfect bound with wrap-around covers and rounded corners. Specifications include heavyweight Lexotone 17 paper stock (or equivalent) for covers with white foil-stamped lettering, 50# recycled offset paper for interior body matter printed in black soybean or vegetable oil-based ink, and packaging in boxes of no more than 50 books each with labeled specifications. The vendor must submit a press proof for agency approval with up to three proof revisions included at no cost.
Delivery is F.O.B. Destination to the IDOT warehouse in Springfield, Illinois, with a delivery deadline of September 1, 2026. The vendor must provide 24-hour advance notice of delivery, maintain operations in the continental United States, and not outsource labor or utilize subcontractors. Freight costs must be incorporated into unit pricing.
Required insurance includes General Commercial Liability of $1 million per occurrence ($2 million annual aggregate), Auto Liability of $1 million per occurrence, and Workers' Compensation as required by law. Vendors must comply with the Standard Illinois Certifications form (v.26.2), which encompasses 34 compliance areas including equal employment opportunity, drug-free workplace, domestic product procurement, cybersecurity standards, and political contribution restrictions.
