About this opportunity

The City of Long Beach Parks, Recreation, and Marine Department is soliciting bids for printing and delivery services for department publications under ITB PR-24-360, with bids due March 5, 2024. A local preference of up to 10 percent applies to vendors holding a current valid City of Long Beach business license and seller's permit with a place of business within city limits, provided the maximum preference cost does not exceed $10,000 per bid; this preference does not apply to purchases funded by tidelands funds, grant funds, or State of California funds.

The scope encompasses recurring printing and mailing of the Recreation Connection publication (83,000 copies four times annually in April, July, October, and January) and the Summer Family Entertainment Guide (83,000 copies for May distribution). Recreation Connection must be offered in three page configurations (48, 56, or 64 pages) with four-color process printing on 35-pound newsprint. Summer Family Entertainment Guide prints on 70-pound coated stock. All materials must meet California SB1383 environmental requirements, including minimum 30 percent postconsumer recycled content and FTC-defined recyclability standards. Bidders must offer two addressing options: inkjet printing sorted by zip code or individual labeling with purchased address lists.

The contract term is twenty-four months from award with an option for three additional one-year extensions by mutual agreement. Payment terms are Net 30. Bidders must maintain commercial general liability insurance of $1,000,000 per occurrence/$2,000,000 aggregate, workers' compensation coverage, and automobile liability insurance of $500,000 combined single limit. All bidders must submit five current customer references demonstrating similar printing and mailing experience, complete Equal Benefits Ordinance Compliance Form, provide Debarment Certification, and submit W-9 and Secretary of State registration documentation. Questions are due February 6, 2024. Addendum No. 1 (February 13, 2024) approved modified page sizes for both publications. The City intends to award to Advantage Mailing LLC of Anaheim, California, as the lowest responsive bidder; award is pending execution of a purchase order.
