About this opportunity
The State of Maine Division of Purchases is soliciting quotations for an annual contract to provide flat-print business card printing services, with quotes due December 16, 2009. The contract will run January 1, 2010 through December 31, 2010, with potential extension up to three years at the discretion of the State Purchasing Director. Maine's certified wood products policy applies: vendors must specify post-consumer recycled fiber content and certified virgin fiber content for each proposed product and provide proof of chain-of-custody or equivalent certification. The state will pay a price premium of up to 4 percent above the lowest bid to achieve 100 percent post-consumer recycled or certified virgin fiber content; if no bids meet that threshold, preference goes to products with the highest recycled or certified fiber content, provided the price does not exceed 4 percent above the lowest bid.
Business cards must be 3.5" × 2", printed one or two sides on 80 lb. white Mohawk Vellum recycled cover stock in State Government Goudy Hand Tooled format with black or Reflex Blue ink, and packaged in rigid business card boxes. Based on historical data, the state anticipates approximately 250 orders annually. Vendors must provide proofs within one calendar week of order receipt and complete delivery within one calendar week of proof approval. The majority of deliveries occur in the Augusta area, and all pricing must include delivery costs. Orders of $5,000 or less are emailed directly to the vendor; larger orders require Division of Purchases approval. Vendors must accept the State of Maine Procurement Card as payment with no surcharges allowed.
The estimated contract value is approximately $8,000 annually based on 2009 spending patterns. Awards will be made to the lowest responsible bidder on best-value basis. Vendors must submit responses using a provided electronic spreadsheet. Monthly reporting to the Division of Purchases is required by the 5th of each month documenting orders, quantities, and dollar amounts.
