About this opportunity

The Oregon Department of Environmental Quality is requesting quotes for printer repair and maintenance services for its Vehicle Inspection Program, with quotes due October 2, 2026 at 5:00 PM PST. A 10 percent price adjustment for evaluation purposes applies to Oregon Small Business Enterprises (OSBEs) registered with the Certification Office of Business Inclusion and Diversity (COBID), though this adjustment does not affect the actual contract price.

The scope covers repair, routine maintenance, diagnostics, parts replacement, and service documentation for approximately 151 HP LaserJet M600 Series printers and 10 HP LaserJet M607 Series printers located across eight facilities: six emission testing stations in the Portland metropolitan area, one station in Medford, and the Technical Center in Portland. The contractor must maintain industry standards and manufacturer recommendations and comply with Oregon travel policies for transportation costs.

The initial contract term is two years with a maximum total term not to exceed five years. Quotes must include labor rates for standard on-site repair, emergency/expedited service, and preventive maintenance on an hourly basis; markup percentages for parts and materials; and on-site visit fees and mileage rates. Award will be made to the responsive, responsible bidder with the lowest evaluated price.

Contractors must carry comprehensive insurance: workers' compensation; commercial general liability with minimum $1 million per occurrence and $2 million annual aggregate; and automobile liability insurance with minimum $1 million combined single limit, naming the State of Oregon as an additional insured. Submission of completed cost and bid cover sheets is required electronically through OregonBuys. No bidders conference or mandatory site visit is specified.
