About this opportunity
The Commonwealth of Kentucky, Finance and Administration Cabinet, is requesting bids for printing and mailing Kentucky vehicle titles under RFB 758 2600000590, with bids due June 12, 2026 at 1:30 PM ET.
The scope includes off-site processing to convert electronic data to printed vehicle titles, prepare documents for mailing, and deliver to the post office on a daily basis. The contractor supplies paper stock, vehicle title forms, envelopes, and all postage costs. The contract covers approximately 1.5 million vehicle titles annually (125,000 per month) plus 46,000 vessel titles annually (4,000 per month, marked with green borders) and processing of non-vehicle title documents within 40 hours of data receipt. Titles must be custom-printed on specialized security paper with unique watermarks, security threads, pantograph designs, and embossed Commonwealth seal. The contractor must maintain at least two operational processing facilities for disaster recovery and conduct a test run of 2,000 forms within 60 days of award, plus produce 2,000 sample certificates for distribution to other states.
The initial contract term is two years from award with three optional one-year renewal periods. Bidders must be registered in the Commonwealth's Vendor Self Service (VSS) system and submit responses electronically through the Kentucky eProcurement system. Evaluation employs best value ranking: pricing at 90 points and vendor experience at 10 points, with the lowest responsive bidder receiving maximum price points. All proposed pricing must remain valid for 60 calendar days after bid due date, with no price increases permitted during the first 12 months. The successful bidder must provide a performance bond or irrevocable letter of credit equal to 20 percent of total bid amount from a Kentucky-licensed insurance company, and commercial general liability insurance of $1 million per occurrence with $2 million aggregate.
Written questions are due June 3, 2026 at 10:00 AM ET. Bidders must bid all line items; failure to do so renders the bid non-responsive.
