About this opportunity

The State of Rhode Island Division of Purchases is seeking to establish a Master Price Agreement (MPA) through an Open Enrollment Technical Proposal to prequalify Prime Contractors for K-12 Public School Construction Projects. The solicitation, numbered OET24003781, will create a qualified vendor list for construction services across Rhode Island's public school system, with prequalification valid for up to two years. Vendors must submit comprehensive technical proposals demonstrating their capability to perform K-12 school construction work, including a bonding capacity commitment letter, contractor registration documentation, and proof of specific insurance coverage ($1 million liability, $100,000 workers compensation, and $1 million automobile liability). The open enrollment period runs from January 24, 2024 to February 20, 2024, with a vendor Q&A period from January 24 to February 6, 2024. Evaluation will be conducted by a technical committee assessing vendors' expertise, with the contract period beginning approximately August 1, 2024 for two years. Proposals must be submitted electronically through the Ocean State Procures system, and while prequalification does not guarantee work, selected vendors will be eligible for project-specific mini-bids.

The procurement includes specific requirements for Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) participation, mandating that vendors complete an MBE Participation Acknowledgment Form and, when obtaining three or more quotes for specific projects, include at least one quote from an MBE/WBE/VBE certified vendor. The agreement has broad applicability, allowing utilization by state agencies, quasi-governmental organizations, Rhode Island municipalities, and Legislative and Judicial branches of the state government. A 1% contract administrative fee will be assessed on all purchase orders issued under the MPA. There are no specific set-aside designations beyond the MBE/WBE requirements, and no incumbent vendors are identified in the solicitation. While no specific budget range is provided, the document indicates that specific project pricing will be determined through competitive mini-bids among the prequalified vendors. The State reserves the right to make single or multiple awards, renew the MPA annually, or cancel the agreement at its discretion, providing flexibility in managing the contractor pool for K-12 public school construction projects.
