About this opportunity

The Long Beach Public Utilities Department is requesting quotations for preventive maintenance and as-needed repair services for motorized vehicle gates, commercial roll-up doors, and specialty doors, with quotations due February 12, 2026 at 11:00 a.m. through the Long Beach Buys portal. A local preference provision allows Long Beach-based businesses to receive a ten percent price reduction for evaluation purposes (maximum $50,000 per bid) if they submit current business licenses and seller's permits.

The contractor must hold a valid California State Contractors License (D-28 classification) and possess a minimum of five years of experience with industrial gate operators and overhead door systems. All work must comply with UL 325 Safety Standards. LBPUD maintains approximately 124 roll-up doors and 12 motorized vehicle gates across three main campuses: Operations Service Center (1731 E. 33rd Street), Groundwater Treatment Plant (2950 Redondo Ave), and Gas Facility (2400 E. Spring Street). Preventive maintenance inspections are required twice annually (every six months) during normal business hours (Monday–Friday, 8:00 a.m. to 3:00 p.m.). The contractor must respond to emergency repair requests within two hours for site security-related issues.

Quotations must include per-visit biannual preventive maintenance costs, standard labor rates for as-needed repairs, emergency labor rates for after-hours or weekend calls, and percentage markups on replacement parts. All unit prices and markups must remain firm for the one-year contract term; any decrease in discounts or price increases are subject to contract cancellation. A minimum one-year warranty on all parts, materials, and labor is required. The contractor must maintain comprehensive general liability insurance of $1 million combined single limit per occurrence, automobile liability of $500,000, and workers' compensation as required by California law, with the Board of Utilities Commissioners named as additional insureds.

The contract term is one year with a potential extension for one additional year by mutual agreement. LBPUD does not guarantee specific work volume and reserves the right to adjust quantities based on actual needs and fund availability. Questions are due February 3, 2026 at 11:00 a.m.; answers will be posted February 5, 2026.
