About this opportunity
The City of Tampa is seeking a preventative maintenance and service contract for air/moveable folding walls throughout the Tampa Convention Center (TCC) meeting spaces. The procurement is an Invitation to Bid (ITB) for comprehensive biannual maintenance and on-request repair services for moveable wall systems across multiple floors and spaces, including East and West Halls, ballrooms, and registration areas. Contractors must provide detailed assessments, repair reports, and inspect components including tracks, track rollers, seals, door panels, frames, and mechanisms. Required qualifications include a minimum of three years' experience with moveable wall systems, lift training with fall protection certification, manufacturer certification, and ability to service both manual and motorized airwall systems. The contract is structured as a two-year agreement with potential renewal for three additional one-year periods. A mandatory pre-bid meeting is scheduled for August 15, 2025, at 10:00 am, followed immediately by a mandatory site inspection, with final bids due by 2:00 pm on August 29, 2025. The contractor will be responsible for providing all necessary tools, equipment, and performing comprehensive maintenance, with an emergency service response time of 24 hours.
The contract includes significant set-aside and diversity provisions, offering a 5% bid discount for certified Small Local Business Enterprises (SLBE) and underutilized Women and Minority Business Enterprises (U-WMBE), with discounts not exceeding $20,000 and $10,000 respectively. The City of Tampa has prepared a Minimum Certified Contact List featuring 51 certified businesses, predominantly minority-owned and small local business enterprises representing diverse ethnic backgrounds. Bid preferences will be extended to Black-Owned, Asian-Owned, and Native American-Owned firms, with specific requirements for documenting subcontractor utilization through forms like the Letter of Intent (MBD-40) and Payments Form (MBD-30). The project has an estimated contract amount of $55,000, with work to be completed by the end of September 2025. Contractors must submit detailed documentation of labor costs per technician and markup percentages for itemized parts, and will be evaluated based on their ability to provide comprehensive, flexible maintenance services that can be scheduled around the facility's event-driven operations.
