About this file
The document is a Minority and Small Business Participation Procurement Guidelines form (MBD Form-70) issued in October 2012, designed to implement guidelines for formal procurement and solicitations. The document provides a comprehensive matrix categorizing underutilized Women and Minority Business Enterprises (WMBE) across different industry sectors including Construction, Construction-Related Services, Professional Services, Non-Professional Services, and Goods. The guidelines outline specific participation requirements for prime contractors and sub-contractors/sub-consultants, with a focus on narrowly-tailored participation for affected groups such as Black, Hispanic, Asian, Native American, and Woman-owned businesses.
The policy defines various business enterprise categories, including Black Business Enterprise (BBE), Hispanic Business Enterprise (HBE), Asian Business Enterprise (ABE), Native American Business Enterprise (NBE), and Woman Business Enterprise (WBE). Each industry category is precisely defined, with Construction encompassing new construction, renovation, and maintenance of public improvements, while Professional Services include roles like attorneys and consultants, and Non-Professional Services cover activities such as lawn maintenance and security services. The document serves as a structured framework to promote diversity and inclusion in procurement processes, providing clear guidelines for identifying and engaging underutilized business enterprises across different sectors and service types.
