About this opportunity

The Texas Parks and Wildlife Department (TPWD) is seeking bids through an Invitation for Bid (IFB) for preventative maintenance and repair services for specialized laboratory equipment. The procurement covers three specific line items: maintenance and repair of an Applied Biosystems 3500 Genetic Analyzer at the Coastal Fisheries Perry R. Bass Facility in Palacios, maintenance and repair of an Applied Biosystems QuantStudio 3 Real-Time PCR System at the same location, and maintenance of another Applied Biosystems 3500 Genetic Analyzer at the Inland Fisheries Analytical Services Laboratory in San Marcos. Bidders must have a minimum of three years of experience providing these specialized services and must employ factory-trained and certified service technicians. The contract will run from award date through November 30, 2028, with potential for two additional one-year renewals. Evaluation criteria will include lowest price, qualifications, experience, delivery/service schedule, and past performance. The bid is due by 2:00 PM Central Standard Time on December 22, 2025, with optional site inspections available by contacting Michelle Michaelis at michelle.michaelis@tpwd.texas.gov or 512-353-0313.

The solicitation does not explicitly mention set-aside designations or restrictions for disadvantaged enterprises. Contractors must maintain Commercial General Liability insurance with minimum limits of $500,000 per occurrence and $1,000,000 aggregate limit, and provide insurance certificates within 10 days of award. Only original equipment manufacturer (OEM) parts are acceptable, with third-party or refurbished parts explicitly prohibited. Corrective maintenance must have a response time of at least three business days from service request, and preventative maintenance must include comprehensive inspections, cleaning, calibrations, performance verification, and remote monitoring capabilities. Price escalations may be permitted upon renewal based on the Consumer Price Index (CPI), subject to written notification. While specific budget ranges are not detailed, the contract allows for pricing that includes labor, parts, supplies, travel fees, and incidental services. TPWD reserves the right to award the contract based on low line-item bid, low total of line items, or any combination that best serves the state's interests.
