About this opportunity

The Great Lakes Water Authority (GLWA) in Michigan is soliciting proposals for recurring preventative maintenance and repair services of electrical power equipment across multiple facilities located in Wayne County and seven surrounding counties. GLWA seeks to establish two concurrent thirty-six-month maintenance contracts with qualified electrical contractors to provide preventive maintenance, diagnosis, troubleshooting, and repair services for medium voltage and 480V electrical equipment, including switchgear, transformers, protective relays, load break switches, and motor controls at the Water Resource Recovery Facility, nine Combined Sewer Overflow basins, five Water Treatment Plants, seventeen Treated Water Pumping Stations, and five Wastewater Pumping Stations throughout southeastern Michigan. Contractor personnel must possess NICET Level III electrical power testing certification or equivalent and demonstrate completion of at least five comparable projects within the past five years involving medium voltage and 480V electrical equipment maintenance. Key deliverables include execution of 23 specific preventive maintenance tasks on assigned intervals, emergency response availability within four hours on a 24/7 basis, classroom and hands-on training for approximately 30 GLWA personnel, and provision of a twelve-month warranty covering both labor and parts on all repairs. Evaluation criteria weight Technical Ability at 50%, Experience and Qualifications at 47%, and Business Inclusion and Diversity Program at 3%, with the top three vendors required to participate in formal presentations and interviews. An optional solicitation meeting and facility site tours are scheduled for May 19, 2026, with RSVP required by May 14, 2026, at 12:00 PM EST; questions must be submitted by June 2, 2026, at 12:00 PM EST through the Euna Procurement portal; and sealed proposals are due June 23, 2026, at 12:00 PM EST.

The solicitation implements GLWA's Business Inclusion and Diversity (B.I.D.) Program requiring all vendors to submit a comprehensive diversity plan as a pass/fail requirement demonstrating methods for maximizing economic opportunities for qualified small, minority-owned, and economically disadvantaged business enterprises, with vendors earning up to an additional 3% in overall scoring based on economic equity criteria including Michigan business presence and presence in economically disadvantaged GLWA service territory areas. Vendors must hold a validated one-year aggregate Vendor Performance Score of at least 70% to be deemed responsible, and any vendors with a GLWA Vendor Performance Score below 70% will receive a non-responsibility determination. All vendors must submit mandatory certifications including debarment compliance, equal opportunity commitments, non-collusion attestations, and a subcontractors list identifying all specialty trade contractors or confirming intent to self-perform required work. Performance and Payment Bonds are required at 100% of the Contract Price, with a Bid Bond of 5% of Bid Price required at submission. The contract is structured as an as-needed agreement with GLWA retaining sole discretion to assign work to contractors or engage alternative resources; unit prices for preventive maintenance services remain fixed during the initial thirty-six-month term with potential adjustment for two optional one-year extensions based on the Consumer Price Index for the Detroit-Warren-Dearborn area. Material costs for repairs are reimbursed at actual invoice cost plus a maximum 15% markup for self-performed work and 5% for subcontracted work, with an allowance of $1,750,000 provided for GLWA-authorized extra work of uncertain or indeterminate scope. Additional mandatory insurance requirements include workers' compensation, commercial general liability of $1,000,000 per occurrence, automobile liability of $1,000,000, professional liability of $3,000,000 per claim, and umbrella/excess liability of $5,000,000.
