About this opportunity

The City of Philadelphia is requesting bids on presentation folders as a micro-purchase with bids due August 24, 2026, for a one-year requirement period from July 1, 2026, through June 30, 2027. Award will go to the lowest responsive and responsible bidder on a whole or line-item basis at the City's discretion. All vendors must quote all items to be eligible for award and shall not deliver until formally notified by the department.

The total contract value may not exceed $45,000, adjusted annually by the percentage increase in CPI-U from January 1, 2020, to the most recently published CPI-U and rounded to the nearest $1,000. Quoted prices must be net figures exclusive of taxes, delivered FOB Destination Point.

Submission is through the City's PHLContracts eProcurement platform. All vendors must submit a signed Consent & Authorization Agreement prior to bid closing; failure to submit renders the bid non-responsive. The agreement may be attached to the vendor's PHLContracts profile during registration or included with the first quote. Signature requirements vary by business structure: corporations require signatures from both a President or Vice President and a Secretary, Assistant Secretary, Treasurer, or Assistant Treasurer; LLCs, partnerships, and sole proprietorships require signatures from partners, owners, or duly authorized signers.

Vendors must maintain workers' compensation insurance at statutory limits, general liability insurance with a minimum limit of $500,000 per occurrence, and automobile liability insurance with a minimum limit of $300,000 per occurrence, naming the City of Philadelphia as an additional insured. Quoted terms and prices remain valid for 60 days from submission or throughout the entire contract term for requirements contracts. The City will award within 60 days of the submission date.

The City is collecting voluntary demographic data through an LGBTQ Applicant Data Form to identify LGBTQ-certified businesses and those holding other third-party certifications such as MBE, WBE, or disability-owned status. Submission of the form is entirely voluntary; the City may use submitted data for other projects and may make it publicly available. For procurement questions, vendors may contact the Procurement Customer Service at PHLContracts@phila.gov or 215-686-4755, 215-686-4720, or 215-686-4721.
