About this file
This is a Seller Standard Operating Procedure (SOP) Checklist document issued by the City of Philadelphia Procurement Department for small purchases through the PHLContracts platform. The checklist outlines the procedural steps required for vendors to submit quotes for the Presentation Folders micro-purchase opportunity. The contract requirement period runs from July 1, 2026, through June 30, 2027. Vendors must quote all items to be eligible for award, and the micro-purchase will be awarded as a whole or by line item, whichever is in the best interest of the City, to the lowest responsive and responsible bidder. No delivery or services should occur until the department provides formal notification of award.
The SOP checklist requires vendors to complete thirteen sequential steps within the PHLContracts system, including confirming seller role status, answering mandatory questions regarding Local Business Entity (LBE) certification status (though the LBE Program does not apply to small purchases), entering unit costs for each item, downloading and accepting terms and conditions, submitting a Consent & Authorization form (mandatory for consideration), and optionally completing an LGBTQ Applicant Opportunity Data Form. All validation warnings must be resolved before quote submission. The document emphasizes the importance of clicking "Save & Continue" on every tab throughout the submission process and directs vendors to the Quotes tab to access any previously started but unsubmitted quotes.
