About this opportunity
The City of Philadelphia is soliciting quotes for a micro purchase of presentation folders through a requirements contract with a performance period from April 6, 2026 through June 30, 2026. This procurement is being conducted through the PHLContracts electronic procurement platform and is open to responsive and responsible bidders. The solicitation requires vendors to quote all items in order to be eligible for award, with the contract to be awarded as a whole or by line item, whichever serves the City's best interests, to the lowest responsive and responsible bidder. Vendors must submit quotes electronically by the April 9, 2026 due date through the PHLContracts portal, with all quotes remaining valid for 60 days from submission or throughout the contract term. No delivery or services shall commence until the contracting department issues a Purchase Order notification. The maximum contract value for this micro purchase is $43,000, adjusted annually by the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020, rounded to the nearest $1,000. All pricing must be quoted net and exclusive of taxes, as the City is exempt from federal excise, transportation taxes, and Pennsylvania Sales and Use Tax.
Vendors responding to this procurement must submit an executed Consent and Authorization Agreement prior to bid submission, either attached to their vendor profile at registration or included with their first quote, with failure to provide this form resulting in quote rejection. All quotes must be submitted electronically through authorized company representatives with appropriate signature authority based on company structure, and electronic submission constitutes binding agreement to quote terms. Submission of the optional LGBTQ Applicant Opportunity Data Form is voluntary and intended to collect diversity information from businesses beneficially owned and controlled by persons self-identifying as LGBTQ, with the City reserving the right to use collected data for other projects and public availability. The Local Business Entity (LBE) Program does not apply to this small purchase; however, the certification question must be answered to proceed. Contractors must maintain Workers' Compensation insurance at statutory limits, General Liability Insurance of at least $500,000 per occurrence, and Automobile Liability Insurance of $300,000 per occurrence. The contract is governed by Pennsylvania law and subject to Philadelphia's tax requirements, nondiscrimination provisions, ethics regulations, and compliance with all applicable federal, state, and local laws and ordinances, with payment made exclusively via electronic deposit following City approval of deliverables and invoice submission.
