About this file
This document is a Seller SOP Checklist for Small Purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The checklist provides step-by-step guidance for vendors responding to a micro purchase solicitation for presentation folders with a requirements period from April 6, 2026, to June 30, 2026. Sellers must quote all items to be eligible for award, and the micro purchase will be awarded as a whole or by line item, whichever serves the City's best interests, to the lowest responsive and responsible bidder. No delivery or services shall commence until notification is received from the contracting department.
The checklist outlines twelve critical steps for quote submission, beginning with role verification in the Seller role and completion of all required tabs including General, Items, Questions, Terms & Conditions, Attachments, and Summary. Vendors must enter unit costs for each item, answer all mandatory questions, accept terms and conditions, and ensure an executed Consent & Authorization form is on file in their vendor profile; failure to provide this form will result in quote rejection. The document also references an optional LGBTQ Applicant Opportunity Data Form and requires vendors to address any validation warnings before final submission through the PHLContracts portal at www.PHLContracts.phila.gov. The LBE (Local Business Entity) Program does not apply to small purchases, though the certification question must be answered to proceed.
